ABSTRAK Penyelenggaraan Pemilu yang demokratis harus menghormati keberagaman aspirasi politik serta menjunjung tinggi supremasi hukum dan hak asasi manusia, dimana setiap orang memiliki hak yang sama yaitu hak untuk memilih dan dipilih. Hak ini tidak tergantikan dan partisipasi semua kalangan harus dilindungi termasuk penyandang disabilitas. Namun hingga saat ini penyandang disabilitas belum secara maksimal memanfaatkan peluang untuk ikut serta dalam mensukseskan Pemilu. Salah satunya terlihat dari minimnya ikut serta penyandang disabilitas di Kabupaten Bireuen. Penelitian ini bertujuan untuk mengetahui faktor yang mempengaruhi motivasi 4,73% penyandang disabilitas berpartisipasi dalam Pilkada Aceh di Kabupaten Bireuen tahun 2017, ingin melihat juga faktor apa yang mempengaruhi rendahnya partisipasi 95,27% penyandang disabilitas dalam Pilkada Aceh di Kabupaten Bireuen tahun 2017, serta bagaimana solusi agar partisipasi penyandang disabilitas meningkat pada Pilkada selanjutnya di Kabupaten Bireuen. Untuk menganalisis permasalahan dalam penelitian ini maka penulis menggunakan teori partisipasi politik dan teori perilaku pemilih. Adapun pendekatan penelitian yang dilakukan menggunakan metode kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa terdapat beberapa faktor yang mempengaruhi motivasi penyandang disabilitas berpartisipasi dalam pemilihan kepala daerah Aceh di Kabupaten Bireuen tahun 2017 antara lain: kesadaran penyandang disabilitas terhadap hak memilih, dukungan keluarga, sosialisasi pendidikan politik yang dilakukan oleh penyelenggara Pemilu di Kabupaten Bireuen dan figure Irwandi yang maju menjadi kontestan politik.. Berdasarkan temuan tersebut terdapat juga beberapa faktor rendahnya partisipasi penyandang disabilitas antara lain: KIP cenderung mengesampingkan pemilih disabilitas, faktor ketidakpercayaan diri penyandang disabilitas. Selain itu ada beberapa solusi agar partisipasi penyandang disabilitas meningkat dalam Pilkada selanjutnya yaitu: memaksimalkan aksesibilitas Pilkada terhadap pemilih disabilitas dan penyesuaian program sosialisasi berdasarkan jenis disabilitas ada di Kabupaten Bireuen.
