ABSTRACT
This study began with a service for patients with disabilities at Cut Nyak Dhien
Meulaboh Hospital. Where Services are a form of activity used by government
agencies in the form of goods or services both in the context of efforts to fulfill
and in the context of implementing order, and the difficulty of improving the
quality of services for patients with disabilities due to the lack of supply of
consumables such as therapeutic equipment, wheelchairs and medicine,
incomplete facilities and infrastructure to handle the increasing number of
disability patients. The public also complained that the service system was
unsatisfactory or still careless about patients. The purpose of this study was to
determine the form of disability patient services at the Cut Nyak Dhien Meulaboh
District General Hospital, and to determine the responsiveness of disability
patients to services at the Cut Nyak Dhien Meulaboh District General Hospital.
The theory used is the theory of public sector performance by Levine, to see
services for disability patients and patient responsiveness to disability patient
services at Cut Nyak Dhien Meulaboh Hospital. To achieve this research, this type
of research uses descriptive research methods using a qualitative approach. The
sampling technique uses purposive sampling technique. Data obtained through indepth
interviews

with informants who meet the criteria of research subjects. The
results of this study indicate that public services are to encourage changes in
quality that are very broad and also quality in an effort to improve health services
to patients with disabilities.

Abstract
This research originated from the existence of bureaucracy and services to
disability patients at the hospital Cut Nyak Dhien Meulaboh, where the
bureaucracy always gets negative images that are unfavorable for the birchration
itself
