THE IMPACT OF SECURITY FACTOR ON INVESTMENT INFLOW INTO ACEH BESAR DISTRICT

Article 30 point (1) of Act No. 25 of 2007 Concerning Investment state “the central government and regional governments ensure the certainty and security of business for the implementation of investment” but on its implementation, investors in Aceh Besar District sometimes did not get their rights concerning security due to some factors.
The purpose of this research are to understand the impact of security factors on investment inflow into Aceh Besar District, to find out the problems caused by security factor related to investment and to find out the obligations of the governments of Aceh Besar District in protecting investors.
In order to obtain the data, the research uses empirical approach. This method will describe the legal rules in relation to the protection of security factors for foreign investors in Aceh Besar District. This method also uses to find out the implementation of these rules and cases happened in the field by interviewing the respondents.
The results of this study found that it was the task of the regional government to protect the security for investors in Aceh Besar District. The Government of Aceh Besar has several obligations to provide security factors for investors as a mandate in several laws and regulations, such as providing the certainty rights, law and protection, transparent information, and facilities for the investors.
It is suggested to the government of Aceh Besar to pay more attention of the security factors for the investors. The Government of Aceh Besar must provide maximum services to the investors. The Government of Aceh Besar as well shoul educate the public regarding the importance of investors for regional economic income and to provide more work field opportunities for the society in Aceh Besar.
