ABSTRAK
Pelaksanaan Pilkada di Kabupaten Aceh Timur Tahun 2017 dimenangkan oleh
pasangan Hasballah M Thaib-Syahrul Syamaun, kemenangan ini diwarnai dengan
perdebatan dan penolakan hasil pilkada tahun 2017 yang berujung gugatan ke
Mahkamah Konstitusi oleh pasangan Ridwan Abubakar-Abdul Rani. Penelitian
ini bertujuan untuk mengetahui polemik atas kemenangan Hasballah M ThaibSyahrul
Syamaun
dan
kecurangan-kecurangan
pada
pelaksanaan
Pilkada
serentak

Tahun
2017
di
Kabupaten
Aceh
Timur.

Untuk menganalisis permasalahan dalam
penelitian ini peneliti menggunakan teori kekuasaan, teori elit dan teori pemilu.
Dalam penelitian ini menggunakan metode kualitatif yang bersifat deskriptif
sebagai pendekatan penelitian. Dan teknik pengumpulan data yang digunakan
adalah wawancara mendalam (in-dept interview) dan kajian kepustakaan. Hasil
dari penelitian ini menunjukan bahwa polemik dan bentuk kecurangankecurangan

yang terjadi disebabkan oleh, Pertama, pembukaan kotak suara di
kecamatan Rantau Peureulak atas intruksi ketua KIP Aceh Timur. Kedua,
penyerahan form model C1 hasil perhitungan suara di tempat pemungutan suara
(TPS) dari KPPS ke PPS, PPK dan KIP Aceh Timur yang tidak tepat waktu.
Ketiga, kehadiran bupati dan wakil bupati aceh timur yang merupakan calon
petahana Pilkada Aceh Timur tahun 2017 ke kantor KIP Aceh Timur bersama
para massa Partai Aceh. Keempat, pemindahan salinan C1 KWK ke kantor
Panwaslih Aceh Timur tanpa melibatkan pasangan Ridwan Abubakar-Abdul
Rani. Kelima, penggunaaan hak diskresi oleh Kapolres Aceh timur dalam
mengambil keputusan pemindahan C1 KWK ke kantor Panwaslih Aceh Timur.
Hal ini memberikan asumsi dan pandangan masyarakat terkait kuatnya
kepentingan elit dalam pelaksanaan pilkada tahun 2017. Dari hal tersebut dapat
ditarik kesimpulan bahwa ada upaya menggunakan sumber sumber kekuasaan
dalam pelaksanaan Pilkada Aceh Timur yang dilakukan oleh pasangan petahana
Hasballah M Thaib-Syahrul Syamuan dalam mempertahakan kekuasaaan.

ABSTRACT

The implementation of the elections in East Aceh district 2017 was won by
Hasballah M Thaib-Syahrul Syamaun, this victory was colored with the debate
and rejection of the results of the 2017 elections that resulted in the lawsuit to the
Constitutional Court by spouse Abdul Rani. This research aims to know the
polemic of the victory of Hasballah M Thaib-Syahrul Syamaun and cheating on
the implementation of the regional elections in the year 2017 in East Aceh district.
To analyse the problems in this research researchers use power theory, Elite
theory and election theory. In this study used qualitative methods that are
descriptive as a research approach. And the data collection techniques used are indept

interview and Literature Review. The results of this study showed that
polemic and form of cheating-fraud caused by, first, the opening of the voice box
in Rantau Peureulak Sub-district of KIP East Aceh's leader. Secondly, the
submission of the Model C1 form the result of the sound calculation at the polling
stations (TPS) of the KPPS to PPS, PPK and KIP East Aceh which is not timely.
Thirdly, the presence of the regent and Vice regent of Aceh Timur who was the
candidate for the East Aceh elections in 2017 to KIP East Aceh office with the
mass of Aceh party. Fourth, transfer a copy of C1 KWK to the office of Panwaslih
Aceh Timur without involving the spouse Ridwan Abubakar-Abdul Rani. Fifth,
the use of the rights of discretionary by East Aceh police in making the decision
to transfer C1 KWK to Panwaslih Aceh Timur office. This gives the assumption
and the view of the community with the strong importance of the elite in the
implementation of the election year 2017. From this, it can be concluded that
there is an effort to use the source of power in the implementation of East Aceh
elections conducted by the local couple Hasballah M Thaib-Syahrul Syamuan in
defense of power.
