Fenomena keterlambatan Penetapan APBA di Provinsi Aceh telah terjadi
sejak tahun 2005 hingga tahun 2017, bahkan ditahun 2018 penetapan APBA
berujung dead lock sehingga mengharuskan pihak Eksekutif mengeluarkan
Peraturan Gubernur (Pergub) dalam menetapkan APBA. Faktor dominan yang
mempengaruhi keterlambatan dalam penetapan APBA ini ialah kedua lembaga
saling mempertahankan ego sektoral sehingga menciptakan disharmonisasi relasi
antara Eksekutif dan Legislatif. Penelitian ini bertujuan untuk mengetahui faktor
penyebab disharmonisasi relasi antara Eksekutif dan Legislatif dalam penetapan
APBA tahun 2018 dan mencari solusi agar relasi Eksekutif dan Legislatif dapat
berjalan dengan baik sehingga tidak berdampak pada keterlambatan penetapan
APBA setiap tahunnya. Untuk menganalisis permasalahan dalam penelitian ini
menggunakan Teori Relasi Kekuasaan dan Teori Pendekatan Behavior. Adapun
pendekatan penelitian yang dilakukan menggunakan metode kualitatif deskriptif.
Hasil penelitian ini menunjukkan bahwa faktor penyebab disharmonisasi relasi
antara Eksekutif dan Legislatif dalam penetapan APBA Tahun 2018 antara lain:
konflik kepentingan antara pihak Eksekutif dan Legislatif, komunikasi politik
yang tidak harmonis antara pihak Eksekutif dan Legislatif, tidak memiliki
kedewasaan dalam berpolitik. Berdasarkan temuan tersebut ada beberapa tawaran
solusi yang dapat menghilangkan disharmonisasi antara Eksekutif dan Legislatif
yaitu proses perencanaan yang lebih terbuka sehingga tidak stagnan pada
pembahasan terhadap Eksekutif dan Legislatif, memaksimalkan e-planning dan ebudgeting,

melepaskan kepentingan pribadi pada masing-masing sektoral antara
Eksekutif dan Legislatif serta perlunya peran pihak ketiga.

The phenomenon of delays in determining APBA in the Aceh Province
has occurred since 2005 until 2017, even in 2018 the Aceh Regional Development
Budget (APBA) designation resulted in a dead lock so that the Executive party
issued a Governor Regulation (Pergub) in setting APBA. The dominant factor
influencing the delay in determining the APBA is that the two institutions
mutually maintain sectoral egos, thereby creating a disharmony of relations
between the Executive and the Legislature. This study aims to determine the
factors causing disharmony relations between the Executive and the Legislature in
the determine of the 2018 APBA and find solutions so that the Executive and
Legislative relations can run well therefore does not impact on the delay in
determining APBA each year. To analyze the problems in this study using the
Power Relations Theory and Behavior Approach Theory. The research approach
was carried out using descriptive qualitative methods. Results of this study
showed that the factors that created conflict between the Executive and
Legislative institution regarding the determination of APBA are such as: conflicts
of interest between the Executive and Legislative parties, inconsistent political
communication between the Executive and Legislative parties, and has no
maturity in politics. Based on these findings there are several solutions that can
eliminate disharmony between the Executive and the Legislative: more open
planning process so process there is no stagnation in the discussion of the
Executive and Legislative, maximizing e-planning and e-budgeting, releasing
personal interests in each sectoral between Executives and the Legislative and the
need for the role of third parties.
