Abstrak &#13;
Kantor Bupati adalah bangunan tempat penyelenggaraan pusat pemerintahan suatu&#13;
wilayah administrasi pada tingkat kabupaten. Menurut peraturan Pd-T-11-2005-C&#13;
Tentang Pemeriksaan Keselamatan Kebakaran Gedung, disebutkan bahwa untuk&#13;
menjamin keselamatan dan kenyamanan bangunan gedung secara keseluruhan Nilai&#13;
Keandalan Sistem Keselamatan Bangunan (NKSKB) tidak boleh kurang dari 80%.&#13;
Penelitian ini bertujuan untuk menganalisis pengetahuan pegawai dan pengunjung&#13;
terhadap jalur evakuasi bangunan gedung kantor, mengevaluasi nilai keandalan&#13;
sistem keselamatan bangunan gedung kantor, dan mengajukan rekomendasi terhadap&#13;
kondisi keandalan bangunan gedung Kantor Bupati Kabupaten Aceh Besar.&#13;
Penelitian ini menggunakan metode kualitatif melalui observasi dan metode&#13;
kuantitatif melalui penyebaran kuesioner. Evaluasi nilai keandalan sistem&#13;
keselamatan bangunan gedung dan rekomendasi terhadap kondisi keandalan&#13;
bangunan dilakukan berdasarkan Petunjuk Teknis (Juknis) dari peraturan Pd-T-112005-C.&#13;
Observasi&#13;
meliputi&#13;
kelengkapan&#13;
tapak,&#13;
sarana&#13;
penyelamatan,&#13;
sistem&#13;
proteksi&#13;
&#13;
aktif,&#13;
dan&#13;
sistem&#13;
proteksi&#13;
pasif.&#13;
Responden&#13;
dalam&#13;
penelitian&#13;
ini&#13;
&#13;
adalah pegawai dan&#13;
pengunjung pada gedung Kantor Bupati Kabupaten Aceh Besar. Teknik sampling&#13;
untuk pegawai menggunakan proportionate stratified random sampling, sedangkan&#13;
untuk pengunjung menggunakan sampling kuota. Pengolahan data menggunakan uji&#13;
validitas dan uji reliabilitas, sedangkan analisa data menggunakan analisis deskriptif&#13;
melalui bantuan software Statistical Product and Service Solution (SPSS) versi 22,&#13;
dan analisis scoring (pembobotan). Hasil penelitian menunjukkan bahwa hampir&#13;
seluruh pegawai sebanyak 59 orang (97,38%) dan pengunjung sebanyak 29 orang&#13;
(87,58%), sudah mempunyai pengetahuan yang baik terhadap jalur evakuasi di&#13;
Kantor Bupati Kabupaten Aceh Besar. Nilai keandalan sistem keselamatan bangunan&#13;
gedung Kantor Bupati Kabupaten Aceh Besar diperoleh sebesar 74,97% dengan&#13;
tingkat keandalan yang cukup. Secara keseluruhan bangunan gedung tidak&#13;
mempunyai jaminan terhadap keselamatan dan kenyamanan, karena NKSKB &lt; 80%.&#13;
Rekomendasi terhadap kondisi keandalan bangunan gedung Kantor Bupati&#13;
Kabupaten Aceh Besar adalah perlu melengkapi komponen yang kurang pada&#13;
kelengkapan tapak, sarana penyelamatan, sistem proteksi aktif, dan sistem proteksi&#13;
pasif. &#13;

Abstract &#13;
The Regent's Office is a building where the central government is administered in an&#13;
administrative area at the district level. According to the Pd-T-11-2005-C regulation&#13;
on Building Fire Safety Inspections, it is stated that to ensure the safety and comfort&#13;
of the building as a whole the Value of Building Safety System (NKSKB) should not&#13;
be less than 80%. This study aims to analyze the knowledge of employees and&#13;
visitors on the evacuation route of office buildings, evaluate the reliability of the&#13;
safety system of office buildings, and propose recommendations on the reliability&#13;
conditions of the Aceh Besar District Regent Office building. This study uses&#13;
qualitative methods through observation and quantitative methods through&#13;
questionnaires. Evaluation of the reliability of building safety systems and&#13;
recommendations on building reliability conditions is carried out based on Technical&#13;
Guidelines from the Pd-T-11-2005-C regulations. Observations include completeness&#13;
of the site, means of rescue, active protection systems, and passive protection&#13;
systems. Respondents in this study were employees and visitors to the Aceh Besar&#13;
District Regent Office building. The sampling technique for employees used&#13;
proportionate stratified random sampling, while for visitors using quota sampling.&#13;
Data processing uses validity and reliability tests, while data analysis uses&#13;
descriptive analysis through the help of Statistical Product and Service Solution&#13;
(SPSS) software version 22, and scoring analysis. The results showed that almost all&#13;
employees as many as 59 people (97.38%) and visitors as many as 29 people&#13;
(87.58%), already had good knowledge of the evacuation route in the Office of the&#13;
District Head of Aceh Besar. The value of the reliability of the safety system of the&#13;
Aceh Besar District Office building is obtained at 74.97% with a sufficient level of&#13;
reliability. Overall the building has no guarantee of safety and comfort, because the&#13;
NKSKB is &lt; 80%. Recommendations on the reliability condition of the Aceh Besar&#13;
District Head Office building are necessary to complete components that are lacking&#13;
in site completeness, rescue facilities, active protection systems, and passive&#13;
protection systems.&#13;
