ABSTRAK Laporan Statistik PPS Belawan menunjukkan bahwa dalam kurun waktu 2011-2016 produksi perikanan rata-rata turun mencapai angka 12,96% pertahun dikarenakan belum maksimalnya pengawasan yang dilakukan oleh pihak terkait, walaupun KKP telah memberlakukan pengawasan yang salah satunya dengan menggunakan Vessel Monitoring System (VMS). Tujuan dari penelitian ini adalah untuk mengetahui tingkat kepatuhan nelayan terhadap penerapan VMS serta menganalisis dan memberikan solusi atas permasalahan yang terjadi. Metode penelitian yang dilakukan adalah dengan melakukan wawancara kepada pihak yang terkait, yang selanjutnya analisis SWOT dibuat untuk menilai permasalahan yang terjadi. Hasil penelitian mengidentifikasi tingginya tingkat kepatuhan nelayan dalam penerapan VMS, namun hasil yang diperoleh bertolak belakang dengan kondisi di lapangan. Beberapa permasalahan teridentifikasi seperti nelayan melakukan pemadaman VMS dengan sengaja pada saat melakukan operasi penangkapan. Analisis SWOT untuk masalah ini strategi solusi utama dihasilkan adalah pada strategi S-O yang memanfaatkan kekuatan internal dengan peluang pemanfaatan eksternal. Strategi lain diterapkan adalah menerapkan regulasi yang telah dikeluarkan secara tegas agar nelayan dapat menerapkan VMS, membuat sebuah inovasi perubahan terhadap VMS, memanfaatkan selutuh pihak yang bersangkutan untuk mengoptimalkan penerapan VMS, dan penegasan sanksi hukum bagi nelayan yang tidak mengaktifkan VMS. Kata Kunci: VMS, nelayan, tingkat kepatuhan, SWOT ABSTRACT The Statistics report of PPS Belawan shows that in the 2011-2016 period fisheries production fell by an average of 12.96% per year due to the lack of supervision carried out by related parties, even though the KKP had implemented supervision, one of which was using the Vessel Monitoring System (VMS). The purpose of this study is to determine the level of compliance of fishermen to the application of VMS and analyze and provide solutions to problems that occur. Research method that is carried out is by conducting interviews with the parties involved, which in turn the SWOT analysis is made to assess the problems that occur. The results of the study identified the high level of compliance of fishermen in implementing VMS, but the results obtained contradicted the conditions in the field. Some problems were identified such as fishermen deliberately suppressing VMS when carrying out fishing operations. The SWOT analysis for this problem the main solution strategy generated is on the S-O strategy that utilizes internal strength with external utilization opportunities. Another strategy implemented is implementing regulations that have been issued expressly so that fishermen can apply VMS, make innovation changes to VMS, utilize all parties concerned to optimize the application of VMS, and affirmation legal sanctions for fishermen who do not activate VMS.
