Sebagaimana dinyatakan dalam Instruksi Presiden Nomor 7 Tahun 1999 tentang Akuntabilitas Kinerja Instansi Pemerintah, bahwa seluruh penyelenggaraan Pemerintah Pusat dan Daerah dari eselon II ke atas wajib menetapkan/merumuskan. Konsekuensi tidak tercapainya target dari organisasi yaitu kinerja Sekretariat Daerah Kabupaten Aceh Jaya diakibatkan oleh beberapa permasalahan dilapangan diantaranya adalah permasalahan Manajemen Pengetahuan (KM), Komitmen Organisasi dan Kompensasi yang pada akhirnya akan mempengaruhi kinerja karyawan serta berdampak terhadap kinerja Kantor Sekretariat Daerah Kabupaten Aceh Jaya. Kondisi ini tergambar dalam data pra survey yang dilakukan oleh peneliti yang bertujuan untuk mencari fakta dan gambaran tentang pengaruh faktor Manajemen Pengetahuan (KM), Komitmen Organisasi dan Kompensasi terhadap kinerja karyawan serta dampaknya terhadap kinerja Kantor Sekretariat Daerah Kabupaten Aceh Jaya. Metode analisis yang digunakan adalah Analisis SEM. Hasil analisis menunjukkan bahwa terdapat pengaruh kinerja karyawan terhadap manajemen pengetahuan, kinerja karyawan terhadap komitmen organisasi, kinerja karyawan terhadap kompensasi, serta kinerja sekretariat terhadap kinerja karyawan, kinerja sekretariat terhadap manajemen pengetahuan, kinerja sekretariat terhadap kompensasi dan kinerja sekretariat terhadap dimana nilai CR &gt; 2,00 dan tingkat signifikansi &gt; 0,05 yang artinya kesemua variable berpengaruh&#13;

As stated in the Presidential Instruction Number 7 of 1999 concerning Performance Accountability of Government Agencies, that all operations of the Central and Regional Governments from echelon II and above must determine / formulate. The consequence of not achieving the target of the organization, namely the performance of the Aceh Jaya District Secretariat is caused by several problems in the field including Knowledge Management (KM), Organizational Commitment and Compensation which will ultimately affect employee performance and impact on the performance of the Aceh Jaya District Secretariat Office. This condition is reflected in the pre-survey data carried out by researchers aimed at finding facts and descriptions of the influence of Knowledge Management (KM), Organizational Commitment and Compensation factors on employee performance and its impact on the performance of the Aceh Jaya District Secretariat Office. The analytical method used is SEM Analysis. The results of the analysis show that there are influences on employee performance on knowledge management, employee performance on organizational commitment, employee performance on compensation, and secretariat performance on employee performance, secretariat performance on knowledge management, secretariat performance on compensation and secretariat performance on CR&gt; 2, 00 and the significance level&gt; 0.05, which means that all variables are influential&#13;
