ABSTRAK

Pelabuhan Perikanan Nusantara (PPN) Idi merupakan salah satu pelabuhan terbesar yang berada di Kabupaten Aceh Timur yang memiliki potensi perikanan yang cukup besar bila dilihat dari hasil produksinya. Total produksi hasil tangkapan di PPN Idi mengalami peningkatan sejak tahun 2016, yaitu sebesar 19.641,31 ton hingga tahun 2017 sebesar 21.688,34 ton. Berdasarkan potensi perikanan tangkap yang dimiliki PPN Idi telah memiliki keunggulan komperatif pada hasil tangkapan. Namun potensi tersebut belum teroptimalkan dengan baik. Hal ini tergambar dari kurangnya pemanfaatan hasil produksi unggulan yang bisa menjadi daya saing perikanan. Permasalahan ini dapat diatasi jika pengelolaan komoditas unggulan di daerah tersebut dikelola secara optimal. Tujuan penelitian ini adalah untuk menentukan hasil tangkapan komoditas unggulan berdasarkan jenis hasil tangkapan di PPN Idi. Pemilihan komoditas unggulan dilakukan dengan teknik comparative performance index (CPI) dengan menggunakan tiga kriteria perhitungan yaitu LQ produksi, LQ nilai produksi dan sumberdaya ikan (SDI). Berdasarkan ketiga kriteria tersebut dipeoreh hasil LQ Produksi yaitu ikan pari sebesar 1,546, LQ nilai produksi yaitu ikan pari sebesar 1,963 dan sumberdaya ikan (SDI) yaitu ikan layang deles sebesar 24,392 ton. Hasil penelitian menunjukkan komoditas unggulan di PPN Idi adalah ikan layang deles dengan comparative performance index (CPI) sebanyak 705,69.

ABSRACT

Nusantara Fisheries Port (PPN) Idi is one of the largest port in East Aceh District which has a large potential of fisheries when viewed from it’s production. Total cathes production in PPN Idi has increased since 2016, amounting to 19.641,31 tons until 2017 amounting to 21.688,34 tons. Based on the potential of capture fisheries owned by PPN Idi, it has a comparative advantage in catches. However, this potential has not been well optimized. This is illustrated by the lack of utilization of superior products that can become fisheries competitiveness. This problem can be overcome if the management of superior commodities in the area is managed optimally. The aim of this study was to determine the catch of superior commodities based on the type of catch in PPN Idi. The selection of superior commodities is carried out by the comparative performance index (CPI) technique using three calculation criteria, namely production LQ, LQ value of fish production and resources (SDI). Based on the three criteria, the results of the LQ of producsion are 1,546 stingray fish, the LQ of the production value is 1,963 stingray fish and fish resource namely 24,392 tons shortfin scad fish. The results showed commodities in PPN Idi is shortfin scad fish with a comparative performance indek of 705,69.
