ABSTRAK Penelitian ini bertujuan untuk mengetahui kinerja keuangan pemerintah daerah Kabupaten dan Kota di Aceh Tahun 2012-2016 dilihat dari rasio kemandirian, rasio pertumbuhan, rasio efisiensi dan efektivitas keuangan daerah. Populasi dalam penelitian ini adalah seluruh Kabupaten dan Kota Provinsi Aceh yang berjumlah 23 Kabupaten dan Kota. Metode dalam penelitian ini kuantitatif deskriptif dengan menggunakan data primer yang diperoleh dari dokumentasi laporan keuangan setiap daerahnya. Hasil penelitian ini menunjukkan bahwa secara keseluruhan belum menunjukkan adanya keselarasan dalam mengoptimalkan kinerja keuangan. Hal ini menunjukkan bahwa tingkat kemandirian kabupaten dan kota di Aceh tergolong sangat rendah dan pola hubungannya instruktif, rata-rata rasio pertumbuhan bertambah sebesar 24,45% setiap tahunnya, rata-rata tingkat efektivitas keuangan daerah Kabupaten dan Kota di Aceh rata-rata sebesar 6.61% tergolong efektif, dan rata-rata tingkat efisiensi pada kabupaten dan kota diprovinsi Aceh tergolong sangat efisien dengan tingkat pertumbuhan disetiap tahunnya sebesar 9.23%. ABSTRACT This study aims to determine the financial performance of local governments Districts and Cities in Aceh in 2012 -2016 seen from the independence ratio, growth ratio, efficiency ratio and effectiveness of regional finance. The population in this study were all the regencies and cities of Aceh Province which numbered 23 regencies and cities. The method in this research is quantitative descriptive by using primary data obtained from financial report documentation in each region. The results of this study indicate that as a whole has not shown the existence of harmony in optimizing financial performance. This shows that the level of independence of districts and cities in Aceh is classified as very low and the pattern of relations is instructive, the average growth ratio increases by 24.45% per year, the average level of financial effectiveness of districts and cities in Aceh is 6.61 % is considered effective, and the average level of efficiency in districts and cities in the province of Aceh is classified as very efficient with a growth rate of 9.23% per year.
