ABSTRAK

Parkir sangat dibutuhkan oleh masyarakat demi terciptanya kegiatan transportasi yang tidak menganggu ruang publik dan juga dapat memberikan pelayanan yang baik dalam proses pelaksanaan pengelolaanya. Penelitian ini menggambarkan pelaksanaan pengelolaan birokrasi parkir di Kota Banda Aceh dan Relasi petugas parkir resmi dengan Dishub Kota Banda Aceh dalam pelaksanaan pengelolaan parkir. Teori yang digunakan adalah teori birokrasi Max Weber. Dengan teori ini dapat menggambarkan pengelolaan birokrasi parkir dengan baik oleh Dinas Perhubungan Kota Banda Aceh dalam mewujudkan pelayanan publik yang baik dan terstruktur. Penelitian ini adalah penelitian kualitatif, dengan pendekatan deskriptif. Teknik pemilihan informan yang digunakan ialah teknik Purposive Sampling dengan jumlah 11 informan dalam penelitian ini. Metode pengumpulan data yang digunakan ialah observasi, wawancara dan dokumentasi. Berdasarkan penelitian yang telah dilakukan, diperoleh hasil bahwa: proses pelaksanaan pengelolaan birokrasi parkir di Kota Banda Aceh secara birokratif telah terlaksana dengan baik dan terstruktur namun secara pelaksanaan teknis dilapangan masih terdapat permasalahan dalam proses pelaksanaan pengelolaanya. Dalam pelaksanaan relasi dapat disimpulkan bahwasanya relasi yang dibangun antara juru parkir dengan Dinas Perhubungan Kota Banda Aceh adalah hubungan sosial yang bersifat asosiatif yaitu bentuk hubungan yang terbentuk dari adanya kerjasama dalam pelaksanaan pengelolaan parkir di Kota Banda Aceh.

ABSTRACT

Parking is needed by the community for the creation of transportation activities that do not disturb public spaces and can also provide good service in the process of implementing management. This study illustrates the implementation of the management of parking bureaucracy in Banda Aceh City and the relation of official parking officers with the Banda Aceh City Transportation Agency in the implementation of parking management. The theory used is Max Weber's bureaucratic theory. With this theory, it can describe the management of parking bureaucracy well by the Banda Aceh City Transportation Agency in realizing good and structured public services. This research is qualitative research, with a descriptive approach. The informant selection technique used was the Purposive Sampling technique with the number of 11 informants in this study. Data collection methods used are observation, interviews and documentation. Based on the research that has been carried out, the results show that: the process of implementing bureaucratic parking management in the city of Banda Aceh in a bureaucratic manner has been well implemented and structured but in the technical implementation in the field there are still problems in the process of implementing management. In the implementation of relations, it can be concluded that the relationship built between the parking attendant and the Banda Aceh City Transportation Agency is an associative social relationship, namely the form of the relationship formed from the collaboration in the implementation of parking management in Banda Aceh City.
