ABSTRAK PT Bara Energi Lestari adalah perusahaan yang bergerak di bidang pertambangan batubara yang terletak di Gampong Seumambek Kecamatan Suka Makmue, Kabupaten Nagan Raya, Provinsi Aceh. PT BEL memiliki sistem manajemen terintegrasi yang lebih dikenal dengan BEL Integrated Management System (BIMS). BIMS mengadopsi empat sistem manajemen, yaitu ISO 9001, ISO 14001, OHSAS 18001, dan SMKP Minerba. Gap Analysis salah satu acuan BIMS, yaitu analisis untuk menghitung persentase pemenuhan BIMS terhadap penerapan SMKP Minerba. Tujuan penelitian untuk mengetahui hasil temuan Gap Analysis pemenuhan BIMS terhadap penerapan SMKP Minerba. Penelitian dilakukan dengan tanya jawab kepada karyawan PT BEL berupa data Self Assessment SMKP Minerba yang mencakup ke tujuh elemen SMKP Minerba, yaitu Kebijakan, Perencanaan, Organisasi dan Personel, Implementasi, Evaluasi dan Tindak Lanjut, Dokumentasi dan Tinjauan Manajemen. Hasil Gap Analysis menunjukkan pencapaian BIMS terhadap SMKP adalah 87,37% dan memiliki hasil temuan sebanyak 91 temuan. Temuan terbanyaknya mengenai pengelolaan Keselamatan Operasional Pertambangan dan pengawas teknik belum menjalankan tugas sebagaimana mestinya, dan belum adanya tenaga teknik yang berkompetensi. Selain itu, direkomendasikan juga dua kegiatan untuk temuan mayor yaitu membuat dokumen TSP Pada Section TSE belum ada dan belum approval, dan menyelesaikan dan melengkapi prosedur kerja, standar dan instruksi kerja Section MNE, TSE, dan HSE untuk memenuhi temuan mayor. PT BEL has an integrated management system better known as BEL Integrated Management System (BIMS). BIMS adopts four management systems, namely ISO 9001, ISO 14001, OHSAS 18001, and SMKP Minerba. Gap Analysis is one of the references of BIMS, namely analysis to calculate the percentage of fulfillment of BIMS towards the application of SMKP Minerba. The research objective was to find out the findings of the Gap Analysis towards BIMS fulfillment on SMKP Minerba implementation. The study is conducted by questioning PT BEL employees in the form of Self Assessment of SMKP Minerba which includes the seven elements of SMKP Minerba, namely Policy, Planning, Organization and Personnel, Implementation, Evaluation and Follow-Up, Management Documentation and Review. The Gap Analysis results show that the achievement of BIMS on SMKP is 87,37% and has findings of 91 findings. The most findings are the management of Mining Operational Safety and technical supervisors have not carried out their duties properly, and the lack of competent technical personnel. In addition, two major findings are also found, namely composing TSP documents in the TSE Section thatis not yet available and not approval, completing and completing work procedures, standards and Section MNE, TSE, and HSE work instructions to fulfill major findings.
