ABSTRAK
Konflik antara Aceh/GAM dengan Pemerintah Pusat terjadi pada tahun 1976. GAM merupakan organisasi pembebasan Aceh dari Pemerintah Pusat. Pemberontakkan GAM di Aceh dilatarbelakangi oleh ketidakadilan Pemerintah Pusat terhadap daerah Aceh baik secara politik, ekonomi, maupun sosial budaya. Pada tanggal 15 Agustus 2005 pihak GAM dan Pemerintah RI sepakat untuk berdamai setelah berkonflik selama 30 tahun. Setelah kedua pihak menandatangani perjanjian damai MoU Helsinki, organisasi GAM bertransformasi dari perjuangan bersenjata kepada perjuangan politik. Tujuan penelitian ini adalah untuk mengetahui Arah perjuangan GAM pasca 13 tahun perdamaian Aceh sudah sesuai dengan MoU Helsinki dan mengetahui Dampak transformasi GAM setelah kesepakatan damai antara GAM dan pemerintah Indonesia. Metode penelitian ini adalah penelitian Deskriptif kualitatif. Teknik pengumpulan data adalah data primer yaitu dengan cara wawancara dan data sekunder berupa dokumentasi/kepustakaan. Hasil penelitian menunjukkan Arah perjuangan GAM pasca 13 tahun perdamaian Aceh yang sesuai dengan MoU Helsinki adalah implementasi poin-poin perjanjian yang terdapat dalam MoU Helsinki oleh Pemerintah pusat serta pihak GAM melalui partai lokal khususnya Partai Aceh berusaha menguasai posisi-posisi strategis dibidang pemerintahan dan legislatif. Transformasi GAM setelah kesepakatan damai antara GAM dan Pemerintah Indonesia juga memberikan dampak yang signifikan untuk daerah Aceh umumnya dan kombatan GAM khususnya. Dampak tersebut dapat dilihat dari beberapa bidang seperti dalam hal perubahan konstelasi politik di Aceh, terbentuknya KPA dan Partai Aceh, perubahan birokrasi, dan dalam bidang sosial ekonomi.

ABSTRACT

The conflict between Free Aceh Movement (GAM) with the Central Government started in 1976. GAM is an organization that fights for Aceh independence from the Central Government. This fight is caused by injustice of the Central Government towards Aceh province politically, economically, socially, and culturally. On August 15, 2005, GAM and Republic Indonesia Government agreed on the MoU after long conflict of 30 years. After both of the parties signed the MoU-Helsinki peace agreement, GAM transformed from the armed movement to the political movement. The aim of this research is to define the movement direction of the Free Aceh Movement (GAM) after 13 years of the peace agreement whether it is in line with the MoU-Helsinki peace agreement, and to find out GAM transformation impact after the peace agreement between GAM with Indonesia Government. The method of this research is a descriptive qualitative. The techniques of data collection used are the primary data which was obtained through interview and the secondary data which was obtained through documentation/library. The result of this research shows that the movement direction of GAM which is appropriate to the MoU-Helsinki Aceh peace agreement after 13 years is the Aceh Free Movement (GAM) especially the Aceh party tries to dominate strategic positions on the government and legislative. GAM transformation after the peace agreement between GAM and the Indonesia government also lead significant impact to Aceh and specifically to the combatants of the Free Aceh Movement (GAM). Those impacts can be viewed on several sectors like the political constellation change in Aceh, the formation of Aceh Transition Commission and Aceh party, bureaucracy, and social economy change.
