ABSTRAK Judul : Pengaruh Dana Otsus Pendidikan dan Kesehatan Terhadap Pertumbuhan Ekonomi Kabupaten/Kota di Aceh Nama : Yassirli NIM : 1401101010056 Fakultas/Jurusan : Ekonomi dan Bisnis/Ekonomi Pembangunan Dosen Pembimbing : Dr. Sofyan Syahnur, S.E., M.Si Penelitian ini bertujuan untuk menganalisis pengaruh dana Otsus pendidikan dan kesehatan terhadap pertumbuhan ekonomi. Dana Otsus pendidikan dan dana Otsus kesehatan digunakan sebagai variabel independen dan pertumbuhan ekonomi sebagai variabel dependen. Data yang digunakan adalah data panel 23 kabupaten/kota di Provinsi Aceh dari tahun 2008-2016. Model yang digunakan adalah model panel dengan metode analisis Random Effect Model. Hasil penelitian menunjukkan bahwa dana Otsus pendidikan dan kesehatan memiliki pengaruh positif terhadap pertumbuhan ekonomi namun kedua dana tersebut tidak berpengaruh secara signifikan terhadap pertumbuhan ekonomi. Pemerintah Kabupaten/Kota diharapkan dapat melakukan kebijakan-kebijakan yang konkrit sehingga dana Otsus yang di alokasikan untuk pendidikan dan kesehatan dapat memberi dampak terhadap indikator keberhasilan pendidikan dan kesehatan yaitu Harapan Lama Sekolah dan Angka Harapan Hidup. Dengan meningkatnya indikator tersebut diharapkan dapat meningkatkan lapangan kerja dan menurunkan jumlah penduduk miskin sehingga akan berpengaruh terhadap pertumbuhan ekonomi. ABSTRACT Title : The Effect of Education and Health Special Autonomy Funds on Regency / City Economic Growth in Aceh Name : Yassirli NIM : 1401101010056 Faculty/Department : Economics/Economic Development Advisor : Dr. Sofyan Syahnur, S.E., M.Si This study aims to analyze the influence of The Special Autonomy Fund for education and health on economic growth. The Special Autonomy Fund for education and health are used as independent variables and economic growth as the dependent variable. The data used is panel data of 23 districts / cities in Aceh Province from 2008-2016. The model used is a panel model with a method of analyzing Random Effect Model. The results of the study show that the education and health special autonomy funds have a positive influence on economic growth, but the two funds have no significant effect on economic growth. Regency / City Governments are expected to be able to carry out concrete policies so that the Special Autonomy Fund allocated for education and health can have an impact on education and health success indicators, namely School Duration and Life Expectancy. With the increase in these indicators it is expected to increase employment and reduce the number of poor people so that it will affect economic growth.
