ABSTRAK
Peraturan Menteri Hukum dan Ham (Kemenkumham) Nomor 37 Tahun
2015 tentang Tata Cara Pendaftaran Pendirian Badan Hukum, Perubahan
Anggaran Dasar Dan Anggaran Rumah Tangga, Serta Pergantian Kepengurusan
Partai Politik merupakan salah satu syarat berdirinya partai politik baru. Verifikasi
tersebut akan melihat kelengkapan partai politik baru yakni secara struktural
100% di tingkat pusat dan Provinsi, 75% untuk tingkat Kabupaten/Kota dan 50%
untuk Kecamatan. Kemudian juga kelengkapan syarat administrasi seperti Surat
Keterangan Domisili (SKD) kantor untuk tingkatan Provinsi, Kabupaten/Kota dan
Kecamatan, kemudian Surat Keterangan Terdaftar (SKT) untuk tingkatan Provinsi
dan Kabupaten/Kota. Dewan Pimpinan Daerah (DPD) Partai Solidaritas Indonesia
(PSI) Kota Banda Aceh adalah salah satu kepengurusan tingkat Kabupaten/Kota
yang telah melalui verifikasi sesuai aturan Kemenkumham. Tidak hanya persoalan
tahapan verifikasi, DPD PSI Kota Banda Aceh sebagai partai politik baru di Aceh
juga harus dihadapkan oleh kekhususan yang dimiliki Provinsi Aceh. Kekhususan
Provinsi Aceh telah melahirkan partai politik lokal (parlok) yang akan menjadi
pesaing DPD PSI Kota Banda Aceh. Penelitian ini bertujuan untuk mengetahui
faktor apa saja yang menjadi kendala internal maupun eksternal yang dihadapi
DPD PSI Kota Banda Aceh sebagai partai politik baru terkait pemenuhan syarat
atau aturan yang telah di tetapkan Kemenkumham. Metode penelitian yang
digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif. Data
diperoleh melalui sumber data primer dan data sekunder, data primer melalui
penelitian lapangan yaitu dengan melakukan wawancara kepada informan.
Sedangkan data sekunder melalui penelitian kepustakaan yaitu dengan dokumendokumen,
buku-buku

dan bacaan-bacaan terkait. Hasil penelitian menunjukkan
bahwa kendala yang datang dari internal maupun eksternal yang dihadapi oleh
DPD PSI Kota Banda Aceh ketika memenuhi segala aturan dari Kemenkumham
telah berhasil dihadapi. Keberhasilan verifikasi tersebut dilakukan melalui
kebijakan yang menjadi keputusan bersama, sehingga DPD PSI Kota Banda Aceh
telah mampu menyelesaikan proses verifikasi Kemenkumham.

ABSTRACT
The regulation of the Minister of Law and Human Rights
(Kemenkumham) Number 37 Year 2015 on Tata Cara Pendaftaran Pendirian
Badan Hukum, Perubahan Anggaran Dasar Dan Anggaran Rumah Tangga, Serta
Pergantian Kepengurusan Partai Politik is one of the requirements of the
establishment of new political parties. The verification will examine the
completeness of the new political party that is 100% structurally at the central and
provincial level, 75% for the district / municipal level and 50% for the sub-district
level. Then it will also be considered the completeness of administrative
requirements such as Keterangan Domisili (SKD) for the office at the level of
Province, District / Municipality and Sub-District, the Surat Keterangan Terdaftar
(SKT) for the level of Province and District / City. Dewan Pimpinan Daerah
(DPD) of the Partai Solidaritas Indonesia branch Kota Banda Aceh is one of the
district / municipality stewardship that has been verified by the Kemenkumham.
Not only the question of verification stage, the DPD PSI Kota Banda Aceh as a
new political party in Aceh must also be confronted by the specificity of Aceh
Province. The specificity of Aceh Province has allowed to the establishment of
local political party (parlok) that will become main competitors of DPD PSI Kota
Banda Aceh. This study aims to determine what were the factors that became the
internal and external constraints faced by the DPD PSI Banda Aceh as a new
political party in the fulfillment of requirements or conditions set by the
Kemenkumham. The research used a qualitative research method with descriptive
approach. Data collected through primary and secondary sources; primary data
were obtained through field research by conducting interviews to informant.
While the secondary data were obtained through literature research from
documents, books and related readings. The results of this research show that the
internal and external challenges experienced by DPD PSI Kota Banda Aceh when
fulfilling all the requirements of Kemenkumham is a process that the party must
face. Through joint decision policies, DPD PSI Kota Banda Aceh has been able to
complete all verification processes of Kemenkumham.
