ABSTRAK &#13;
Supervisi pengajaran dapat diartikan serangkaian kegiatan membantu guru untuk&#13;
mengembangkan kemampuan profesionalismenya. Tujuan penelitian ini untuk&#13;
mengetahui program supervisi pengajaran, teknik-teknik supervisi pengajaran dan&#13;
faktor pendukung dan penghambat pelaksanaan supervisi pengajaran oleh kepala&#13;
sekolah. Pendekatan yang digunakan dalam penelitian ini yaitu pendekatan kualitatif&#13;
dengan metode deskriptif. Teknik pengumpulan data dilakukan dengan wawancara,&#13;
observasi, dan studi dokumentasi. Subjek dalam penelitian ini adalah kepala sekolah,&#13;
wakil kepala sekolah, serta guru. Hasil penelitian menunjukkan bahwa: (1) Program&#13;
supervisi pengajaran yang disusun oleh kepala sekolah secara sistematis berdasarkan&#13;
hasil rapat dengan guru sudah dikatagorikan bagus yang mencakup perencanaan,&#13;
penentuan jadwal, model supervisi, kisi-kisi supervisi, pelaksanaan (instrumen)&#13;
umpan balik dan tindak lanjut. (2) Teknik-teknik supervisi pengajaran dilakukan&#13;
dengan kunjungan kelas, observasi kelas, pembicaraan individual, pertemuan/rapat&#13;
guru serta mengikutsertakan guru dalam pelatihan, penataran dan seminar pendidikan.&#13;
(3) faktor pendukung pelaksanaan supervisi pengajaran adalah tersedianya sarana di&#13;
sekolah, dukungan dinas terkait, kesediaan guru dalam menerima  supervisi dari&#13;
kepala sekolah. Sedangkan faktor penghambat dalam pelaksanaan supervisi&#13;
pengajaran adalah Kurang tersedianya waktu kepala sekolah karena banyaknya tugas&#13;
kepala sekolah.&#13;

THE ABILITY OF PRINCIPAL IN IMPLEMENTING TEACHING&#13;
SUPERVISION IN STATE ELEMENTARY SCHOOL NO. 4  &#13;
OF BIREUEN&#13;

&#13;
Teaching supervision is one of the efforts to improve teacher professionalism. The&#13;
purpose of this study was to find out how the teaching supervision program, teaching&#13;
supervision techniques, and supporting and inhibiting factor of the implementation of&#13;
teaching supervision of principal were. This study used descriptive method and&#13;
qualitative approach. Data were collected through interview, observation and&#13;
documentation study. Subject of the study were principal, vice principal and teachers.&#13;
The result showed that: (1) Learning supervision program prepared by principal&#13;
including planning, scheduling, supervision model, supervision clues, feedback and&#13;
follow up implementation. (2) Teaching supervision techniques was conducted by&#13;
class visiting, class observation, individual talk, teacher meeting, and assigning the&#13;
teachers for training, upgrading, and educational seminar. (3) Supporting factor of&#13;
teaching supervision implementation were the availability of facilities at the school,&#13;
the support of relevant agencies, the willingness of teachers to receive supervision of&#13;
the principal. Meanwhile, the inhibiting factor in the implementation of teaching&#13;
supervision was the limited time due to the busyness of principal. &#13;
