Penelitian ini bertujuan mengkaji kesesuaian pengembangan komoditas jagung berbasis potensi wilayah dengan penetapan daerah prioritas komoditas jagung dan mengkaji strategi pengembangan kawasan komoditas jagung Provinsi Aceh melalui analisis lingkungan internal dan eksternal.
Penelitian dilakukan di enam kabupaten dengan pertimbangan bahwa kabupaten tersebut merupakan daerah utama pengembangan kawasan jagung Provinsi Aceh. Metode pengumpulan data melalui eksplorasi data sekunder, survei dan FGD. Model analisis penelitian ini adalah Location Quotient (LQ) sebagai penentuan komoditas basis dan analisis SWOT untuk strategi pengembangan komoditas jagung Provinsi Aceh.
Hasil penelitian LQ dengan perangkingan EV diperoleh urutan prioritas kabupaten adalah Aceh Tenggara, Aceh Selatan, Gayo Lues, Aceh Timur, Aceh Tamiang dan Aceh Utara. Hasil analisis SWOT diperoleh score tertinggi untuk strategi faktor internal kekuatan adalah dukungan pemerintah, faktor internal kelemahan adalah dukungan pemasaran. Strategi faktor eksternal peluang adalah dukungan layanan pengembangan komoditas strategis dan faktor internal ancaman adalah persaingan produksi dari daerah lain.


This study aims to assess the suitability of corn development based on the potential of the region with the determination of corn priority area. The study also examines the strategy of corn development in Aceh Province by analyzing the internal and external environments.
The study is conducted in six districts with a consideration that the district is the main area of corn development in Aceh Province. Data are collected through secondary data exploration, survey and FGD. Location Quotient (LQ) is utilized to determine the commodity area and SWOT analysis is used to examine the strategy of corn development in Aceh Province.
The results of the LQ through EV ranking shows that the order of the corn priority districts are Southeast Aceh, South Aceh, Gayo Lues, East Aceh, Aceh Tamiang and Aceh Utara. SWOT analysis displays that the highest score for internal factor strength is government support, while internal factor weakness is marketing support. The strategy of the external factors of opportunity is the support of strategic commodity development services and the internal threat factor is the production competition from other regions.
