ABSTRAK &#13;
&#13;
Ekivalensi Mobil Penumpang (EMP) digunakan untuk mengkonversi berbagai&#13;
ukuran kendaraan menjadi Satuan Mobil Penumpang (SMP). SMP digunakan&#13;
untuk menghitung jumlah kendaraan yang berhubungan dengan volume, kapasitas&#13;
dan kinerja simpang. Selama ini digunakan EMP dari MKJI (1997) yang sudah&#13;
kadarluarsa (out of date), dimana ukuran kendaraan dan karakteristik pengemudi&#13;
sangatlah berbeda pada kondisi sekarang. Arus jenuh dasar yang dikeluarkan oleh&#13;
MKJI (1997) dihitung dengan persamaan S&#13;
= 600We. Persamaan ini juga&#13;
dikeluarkan oleh MKJI 1997 berdasarkan data dari observasi dari tahun 19921995.&#13;
Sehingga&#13;
&#13;
persamaan ini perlu direvisi dengan menggunakan media kondisi&#13;
lalu lintas di Kota Banda Aceh terutama pada simpang bersinyal. Tujuan dari&#13;
penelitian ini adalah mengkalibrasi nilai EMP untuk masing-masing jenis&#13;
kendaraan (Mobil Penumpang, Sepeda Motor, Becak Mesin dan Kendaraan Berat)&#13;
dan memodelkan persamaan arus jenuh dasar pada simpang bersinyal dengan&#13;
lengan efektif satu lajur pada Simpang Darma dan dua lajur pada Simpang AMD&#13;
Batoh. Analisa EMP dan arus jenuh dasar digunakan persamaan linear regresi&#13;
berganda. Koefisien regresi diestimasi dengan menggunakan metode rata-rata&#13;
kuadrat terkecil (ordinary least square) dengan menggunakan software NLOGIT &#13;
0 &#13;
5. Dari hasil penelitian diperoleh nilai EMP baru pada Simpang Darma yaitu &#13;
untuk jenis sepeda motor (MC) 0,22; becak mesin (RS) 0,70 dan kendaraan berat&#13;
(LV) 1,86. Sementara nilai EMP pada Simpang AMD Batoh untuk jenis sepeda&#13;
motor (MC) 0,22; becak mesin (RS) 1,03 dan kendaraan berat (HV) 1,42.&#13;
Selanjutnya untuk analisis arus jenuh dasar diperoleh dua model. Untuk model&#13;
pertama dengan tidak menggunakan konstanta yaitu S&#13;
 = 421 We dan untuk&#13;
model yang kedua dengan menggunakan konstanta yaitu  S&#13;
0&#13;
= 811 + 292 We.&#13;

ABSTRACT &#13;
Passenger car equivalent (PCE) is used to convert a variety sizes of vehicles into&#13;
passenger car unit (PCU). PCU is used to determine the number of vehicle which&#13;
is related traffic volume, capacity and level of service of intersection. Till now the&#13;
PCE from MKJI (1997) is widely used, which seems to have expired and where&#13;
the size of vehicle and driver characteristics are very different compared to the&#13;
current conditions. The base saturation flow based on traffic code MKJI (1997) is&#13;
defined using a formula So=600We. This equation defined by MKJI (1997) based&#13;
on the data in which observed and collected in years of 1992-1995. Therefore, this&#13;
equation needs to be revised by considering local traffic conditions in Banda&#13;
Aceh, especially at signalized intersections. The aim of this study is to calibrate&#13;
the PCEs for each type of vehicle (light vehicle, Motorcycle, rickshow and Heavy&#13;
Vehicle) and model the base saturation flow at a signal intersection with one lane&#13;
of effective arm at Darma Intersection and two lanes on AMD Batoh Intersection.&#13;
The analysis of PCE and base saturation flow is used the framework of a multiple&#13;
linear regression. Regression coefficients were estimated by using the ordinary&#13;
least square (OLS) method and the estimation procedures was performed by using&#13;
econometric package NLOGIT 5. The result from the analysis shows that a new&#13;
PCEs obtained at Dharma Intersectionwere 0.22, 0.70, and 1.86 for motorcycle&#13;
(MC), rickshaw (RS) and heavy vehicle (LV), respectively. The new PCEs&#13;
obtained from the analysis at AMD Batoh Intersection were 0.22, 1.03 and 1.42&#13;
for motorcycle (MC), rickshaw (RS) and heavy vehicle (HV), respectively.&#13;
Finally, two models of base saturation flow have been derived from the analysis.&#13;
That is simple model with and without regression intercept. As for simple model&#13;
without intercept is defined as So = 421We, and simple model with intercept is&#13;
derived as So = 811 + 292We.&#13;
