 <note>ABSTRAK &#13;
&#13;
Pengembangan merupakan usaha untuk meningkatkan kemampuan teknis, teoretis,&#13;
konseptual, dan moral karyawan sesuai dengan kebutuhan pekerjaan atau jabatan&#13;
melalui pendidikan dan pelatihan. Pengembangan merupakan usaha sadar, terusmenerus&#13;
&#13;
dan sungguh-sungguh memperbaiki kelemahan-kelemahan dengan mencari&#13;
bekal berbagai pengetahuan, keterampilan, dan pengalaman sehingga nantinya&#13;
mampu melakukan pekerjaan tertentu yang lebih baik dari sebelumnya, pada masa&#13;
sekarang dan yang akan datang untuk kemajuan pribadi, organisasi, bangsa dan&#13;
negara. Pelaksanaan program pengembangan dikatakan berhasil apabila terjadi proses&#13;
transpormasi dalam diri peserta, dengan terbentuknya dua hal yaitu: a) peningkatan&#13;
kemampuan dalam melaksanakan tugas, b) perubahan perilaku yang tercermin pada&#13;
sikap, disiplin dan etos kerja. Tujuan akhir dari pengembangan adalah meningkatkan&#13;
produktivitas, loyalitas, kepuasan kerja dan motivasi kerja yang baik dari setiap&#13;
pegawai. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif,&#13;
bertujuan untuk mengetahui program pengembangan staf administrasi, pelaksanaan&#13;
program pengembangan staf administrasi, dan tindak lanjut hasil pengembangan staf&#13;
administrasi. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan&#13;
dokumentasi. Subjek penelitian adalah Kepala, Kasubbag Tatausaha dan staf&#13;
administrasi pada Balai Bahasa Banda Aceh. Hasil penelitian menunjukkan program&#13;
pengembangan staf administrasi berupa pemberian izin melanjutkan pendidikan ke&#13;
jenjang yang lebih tinggi kepada semua staf administrasi, mengikut sertakan staf&#13;
administrasi untuk mengikuti pendidikan dan pelatihan, meningkatkan kinerja efektif&#13;
dan efesien serta pelaksanaan seminar dan lokakarya tentang pengembangan staf&#13;
administrasi. Dalam pelaksanaan program pengembangan staf dengan izin belajar,&#13;
tidak ada bimbingan ataupun arahan dari pimpinan sebelum melanjutkan pendidikan,&#13;
tindak lanjut hasil pengembangan, para staf masih menduduki tempat semula tidak&#13;
ada promosi atau jabatan tertentu setelah selesai mengikuti program pengembangan.&#13;
Kegiatan pengembangan sumber daya manusia kepada staf administrasi yang&#13;
dilakukan kepala Balai Bahasa Banda Aceh sudah menuju kearah yang lebih baik,&#13;
walaupun masih ada kekurangan dalam pelaksanaannya, maka kedepan perlu selalu&#13;
dilakukan perbaikan secara terus-menerus menuju kesempurnaan agar nantinya tujuan&#13;
organisasi dapat tercapai. &#13;

ABSTRACT&#13;

Development is an effort increasing technical, theoretical, conceptual technigue and &#13;
staffs morality approppriate with the working need or positions through an&#13;
educacition and training. Development is a conscious, continous and serious effort ini&#13;
repairing the weaknesses by searching the  provision of knowledge, skills, and&#13;
experience so that  inthe future the staffs are able to do a certain task in better way&#13;
than in previous time, in present and future for the personal, organisational nation and&#13;
country improvement. The implementation of the development program can be said&#13;
to successsful if there is transpormasi at the participants, by formaing two things: a) a&#13;
rise of skill in doing the taks, b)  behavior change reflected in behaviour, discipline,&#13;
and work ethic. Final objective of  development is to increase better productivity,&#13;
loyalty, working satisfation and working motivation at of the staffs. This reserch used&#13;
a qualitative approach with a descriptive method, which aimed to find out the&#13;
development program of administrative staff, the implementation of administrative&#13;
staff development program, and further actions of administrative staff development&#13;
result. Data collection tehnigue was carried out through  observation, interview, and&#13;
documentation. The reserch subjects were the head of office, the head of subsection&#13;
administration and administrative staff at the Language Center of Banda Aceh. The&#13;
research results showed that program of administrative staff development was&#13;
conducted through giving a permission for all administrative staff in continuing&#13;
education at the higher level, asking the administrative staffs for participating in&#13;
education and training, increasing the effective and efficient performance and seminar&#13;
and workshop implementation about the development of administrative staff. In the&#13;
implementation of the staff development program through a program of permission to&#13;
study, there was no a supervision or guidance from the leader before continuing&#13;
education, further actions of the development result, the staffs were still placed at&#13;
similar positions without certain promotion or position after participating the&#13;
development program. The activity of human resource development counducted by&#13;
the head of the Language Center of Banda Aceh to the administrative staffs has been&#13;
headed to the better direction although there are still weaknesses in its &#13;
implementation, threfore, in the future, the program needs to be always conducted&#13;
continously for its completeness so that the organisation?s objective can be achieved. &#13;
