ABSTRAK RIZALUL AKMAL 2016 PERAN PEMERINTAH ACEH MENGHADAPI MASYARAKAT EKONOMI ASEAN (MEA) Fakultas Ilmu Sosial dan Ilmu Politik Universitas Syiah Kuala (Radhi Darmansyah, M.Sc dan Danil Akbar Taqwadin, B.IAM, M.Sc) Peran Pemerintah Aceh menghadapi MEA dimulai dengan melakukan sosialisasi, edukasi, membuat kebijakan, dan evaluasi kebijakan. Peranan yang dipilih oleh Pemerintah menentukan tingkat keberhasilan Pemerintah dalam menghadapi MEA. Penelitihan ini bertujuan untuk mengetahui bagaimana peran Pemerintah Aceh dalam menghadapi MEA serta mengetahui tantangan dan peluang yang dihadapi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Data yang diperlukan dalam penelitian ini diperoleh dengan cara melakukan penelitian lapangan dan kepustakaan. Penelitian lapangan dilakukan dengan mewawancarai informan dan mengkaji dokumen–dokumen penting, sedangkan penelitian kepustakaan dilakukan dengan cara membaca buku teks dan mengkaji bahan bacaan lainnya yang berkaitan dengan penelitian ini. Hasil penelitian menunjukan bahwa Pemerintah Aceh belum maksimal dan efektif dalam menghadapi MEA, terbukti dengan kurang nya pemahaman masyarakat tentang MEA dan belum adanya program Pemerintah yang mengarah kepada MEA, pemerintah hanya melakukan sosialisasi–sosialisasi, namun tidak melakukan persiapan yang nyata untuk menghadapi MEA. Pemerintah Aceh diharapkan lebih serius dalam meningkatkan kesiapan Aceh untuk menghadapi MEA, dan lebih gencar untuk mensosialisasikan MEA kepada masyarakat. The role that elected by Government determining the level of Aceh Government’s success to confront the AEC. The purpose of this study to determine how the role of Government to confront the AEC, and to determine the challenges and opportunities confronted. The method used for this study was qualitative method with descriptive approach. The necessary data for this study obtained by field and literature research. The field research was done by interviewed informans and reviewed important documents, whereas the literature research was done by read the text books and reviewed another reading materials that related to this study. The result showed, the efforts of Aceh Government was not maximal and effective to confront the AEC. It can be proved by the proved by the less understanding of the community about AEC and the Government’s program about AEC were not available yet, Government just socialize but not make the real preparation to confront the AEC. Aceh Government is expected to be more serious to improve Aceh’s preparedness to confront the AEC and to be more vigorous to socialize about the AEC for community.
