Heru Fahlevi, SE, M.Sc ABSTRAK The purpose of this study was to examine (1) the influence of the quality of human resources to the quality of the financial statements of Pemerintah Kota Banda Aceh (2) the influence of the utilization of information technology to the quality of the financial statements of Pemerintah Kota Banda Aceh (3) the influence of the application of accounting policies to the quality of the financial statements of Pemerintah Kota Banda Aceh. The population in this research are 38 the Financial Administration Officer at the unit of work device area in Pemerintah Kota Banda Aceh. The tools of analysis used was multiple regression. The results of this research indicate (1) simultaneously the quality of human resources, utilization of information technology and the application of accounting policies has a positive influences to the quality of the financial statements of Pemerintah Kota Banda Aceh. (2) partially the quality of human resources, utilization of information technology and the application of accounting policies has a positive influences to the quality of the financial statements of Pemerintah Kota Banda Aceh. On further study the researcher recommends to incorporate other variables such as education and training of the Government financial management and accounting, internal control or Government financial regulation to evaluate the quality of the financial statements of Pemerintah Kota Banda Aceh. Heru Fahlevi, SE, M.Sc ABSTRAK Penelitian ini bertujuan untuk mengetahui (1) pengaruh kualitas sumber daya manusia terhadap kualitas laporan keuangan Pemerintah Kota Banda Aceh (2) pengaruh pemanfaatan teknologi informasi terhadap kualitas laporan keuangan Pemerintah Kota Banda Aceh (3) pengaruh penerapan kebijakan akuntansi terhadap kualitas laporan keuangan Pemerintah Kota Banda Aceh . Populasi dalam penelitian ini adalah Pejabat Penatausahaan Keuangan pada Satuan Kerja Perangkat Daerah (SKPD) di Lingkungan Pemerintah Kota Banda Aceh, total populasi sebanyak 38 SKPD. Metode analisis yang digunakan pada penelitian ini adalah regresi linier berganda. Hasil penelitian ini menunjukkan (1) secara bersama-sama kualitas sumber daya manusia, pemanfaatan teknologi informasi dan pene rapan kebijakan akuntansi terhadap kualitas laporan keuangan Pemerintah Kota Banda Aceh berpengaruh positif. (2) secara parsial kualitas sumber daya manusia, pemanfaatan teknologi informasi dan penerapan kebijakan akuntansi berpengaruh positif terhadap kualitas laporan keuangan Pemerintah Kota Banda Aceh . Pada penelitian selanjutnya peneliti merekomendasikan untuk memasukan variabel lain seperti pendidikan dan pelatihan pengelolaan keuangan daerah dan akuntansi keuangan daerah, sistem pengendalian intern pemerintah atau regulasi pengelolaan keuangan daerah dalam menilai kualitas laporan keuangan Pemerintah Kota Banda Aceh.
