Dalam birokrasi, isu kesetaraan menjadi penting selain karena terdapat kecenderungan adanya dominasi laki-laki terhadap perempuan yang apabila tidak seimbang akan memunculkan pandangan pengarusutamaan gender. Komitmen terhadap pengarusutamaan gender secara eksplisit diatur dalam intruksi Presiden Nomor 9 tahun 2000 tentang Pengarustamaan Gender Dalam Pembangunan Nasional. Intruksi ini mewajibkan seluruh kementarian, lembaga serta pemerintah daerah untuk mengintegrasikan perspektif gender dalam proses perencanaan, pelaksanaan, penganggaran hingga evaluasi kebijakan. Dengan demikian, penerapan prinsip feminisme dalam tata kelola pemerintahan memperoleh legitimasi normatif sebagai bagian dari kebijakan nasional yang harus diimplementasikan hingga ke tingkat daerah. Untuk itu, dalam prakteknya adanya penerapan keterwakilan perempuan dalam tata kelola pemerintahan haruslah didukung oleh setiap pemerintah di kabupaten/kota di Indonesia, salah satunya Kota Banda Aceh sebagai Kota yang dipimpin oleh walikota perempuan. Namun , berdasarkan data struktur organisasi Pemerintah Kota Banda Aceh tahun 2025, ditemukan bahwa dari 26 jabatan kepala dinas yang ada, hanya terdapat 5 (lima) orang perempuan yang menduduki posisi tersebut. Jumlah ini telah menunjukkan bahwa keterwakilan perempuan di Kota Banda Aceh masih tergolong rendah apabila dibandingkan dengan total keseluruhan jabatan kepala dinas yang tersedia. Kondisi ini memperlihatkan bahwa meskipun secara normatif kebijakan pengarusutamaan gender telah diatur dalam berbagai regulasi nasional dan daerah, implementasinya dalam struktur birokrasi belum sepenuhnya mencerminkan prinsip kesetaraan substantif. Penelitian ini berujuan untuk mengetahui dan menganalisis upaya pemerintah Kota Banda Aceh dalam mewujudkan tata kelola pemerintahan yang berorientasi pada prinsip feminisme serta mengidentifikasi faktor penghambat keterlibatan perempuan dalam pemerintahan. Penelitian menggunakan pendekatan kualitatif dengan jenis penelitian deksriptif. Data diperoleh melalui wawancara dan dokumentasi, kemudian dianalisis melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan jika Pemerintah Kota Banda Aceh telah melakukan Upaya terkait dengan perumusan kebijakan dengan melibatkan perempuan, tidak adanya perbedaan dalam proses rekrutmen, kenaikan pangkat dan mutase dalam mengelola penyediaan sumber daya, pelaksanaan program/ pelatihan tanpa memandang gender, dan juga mengawasi sekaligus evaluasi secara adil. Namun, ada beberapa faktor yang menjadi penghambat keterlibatan Perempuan dalam pemerintahan di Kota Banda Aceh oleh karena masih adanya budaya patriarki, peran domestik perempuan, stereotip gender dan rendahnya dukungan kerja serta keinginan untuk memimpin.

In the bureaucracy, the issue of equality is important not only because there is a tendency for male dominance over women, but also because such an imbalance gives rise to the need for gender mainstreaming. The commitment to gender mainstreaming is explicitly regulated in Presidential Instruction Number 9 of 2000 on Gender Mainstreaming in National Development. This instruction requires all ministries, government agencies, and regional governments to integrate a gender perspective into the processes of planning, implementation, budgeting, and policy evaluation. Consequently, the application of feminist principles in public governance has gained normative legitimacy as part of national policy that must be implemented at all levels of government, including the regional level. Accordingly, the implementation of women's representation in public governance should be supported by every regency and municipal government in Indonesia, including the Banda Aceh City Government, which is led by a female mayor. However, based on the 2025 organizational structure data of the Banda Aceh City Government, it was found that of the 26 department head positions, only five are occupied by women. This figure indicates that women's representation in Banda Aceh remains relatively low compared to the total number of available department head positions. This condition demonstrates that although gender mainstreaming has been normatively regulated through various national and regional policies, its implementation within the bureaucratic structure has not yet fully reflected the principle of substantive gender equality. This study aims to examine and analyze the efforts of the Banda Aceh City Government to promote governance based on feminist principles, as well as to identify the factors that hinder women's participation in government. This study employed a qualitative approach using a descriptive research design. Data were collected through interviews and documentation and were analyzed using data reduction, data presentation, and conclusion drawing. The findings indicate that the Banda Aceh City Government has made efforts to promote gender-inclusive governance by involving women in the policy formulation process, ensuring equal treatment in recruitment, promotion, and job transfers in the management of human resources, implementing programs and training without gender discrimination, and conducting supervision and evaluation fairly. Nevertheless, several factors continue to hinder women's participation in government in Banda Aceh, including the persistence of patriarchal culture, women's domestic responsibilities, gender stereotypes, limited workplace support, and a relatively low aspiration among women to assume leadership positions.
