Program Kartu Pelaku Usaha Kelautan dan Perikanan (KUSUKA) adalah identitas pelaku usaha yang diimplementasikan oleh pemerintah setempat sebagai upaya mendukung pemberdayaan masyarakat nelayan. pada kota banda aceh program ini dikelola oleh Dinas Pangan Pertanian Kelautan Dan Perikanan kota Banda Aceh (DP2KP).Penelitian ini bertujuan untuk mengkaji peran pemerintah kota banda aceh dalam menganalisis pemberdayaan masyarakat nelayan di kecamatan meuraxa melalui Program Kartu Pelaku Usaha Kelautan dan Perikanan (KUSUKA serta mencari tahu dan mengidentifikasi apa saja hambatan yang dilalui pada saat pelaksanaan program. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis dilakuan dengan menggunakan teori peran Bruce j. Biddle melalui empat indikator: role expectation, role behavior, role conflict, dan role identity and social position. Hasil penelitian ini yang tertuju pada peran pemerintah kota banda aceh melalui Program Kartu Pelaku Usaha Kelautan dan Perikanan (KUSUKA) yang bertepatan dikecamatan Meuraxa telah menunjukkan bahwa program ini berperan sebagai instrument pendataan, verifikasi, penyaluran bantuan, serta akses perlindungan bagi nelayan. Pelaksanaan program ini belum optimal dikarenakan terdapat kesenjangan informasi, pendampingan yang belum konsisten, kendala akses BBM bersubsidi, keterbatasan anggaran, serta belum tersedianya kartu fisik di Aceh khususnya dikecamatan Meuraxa. Sehingga manfaat program ini belum sepenuhnya dirasakan secara merata oleh nelayan. Dapat disimpulkan bahwa pelaksanaan peran pemerintah kota Banda Aceh dalam program KUSUKA telah sesuai secara regulatif, namun belum cukup secara substantif dalam menjawab kebutuhan pemberdayaan nelayan kecil di Kecamatan Meuraxa.

The Marine and Fisheries Business Operator Card (KUSUKA) program is an identification system for business operators implemented by local governments as part of efforts to support the empowerment of fishing communities. In the city of Banda Aceh, this program is managed by the Banda Aceh City Office of Food, Agriculture, Marine Affairs, and Fisheries (DP2KP). This study aims to examine the role of the Banda Aceh city government in analyzing the empowerment of fishing communities in Meuraxa subdistrict through the Marine and Fisheries Business Operator Card Program (KUSUKA) and to identify the obstacles encountered during program implementation. This study employs a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation. The analysis was conducted using Bruce J. Biddle’s role theory through four indicators: role expectation, role behavior, role conflict, and role identity and social position. The results of this study, which focused on the role of the Banda Aceh municipal government through the Marine and Fisheries Business Operator Card (KUSUKA) program in Meuraxa subdistrict, have shown that this program serves as a tool for data collection, verification, distribution of assistance, and access to protection for fishermen. The implementation of this program has not been optimal due to information gaps, inconsistent support, constraints on access to subsidized fuel, budget limitations, and the lack of physical cards in Aceh, particularly in the Meuraxa subdistrict. Consequently, the benefits of this program have not been fully and evenly felt by fishermen. It can be concluded that the Banda Aceh municipal government’s role in the KUSUKA program has been compliant with regulations but has not been sufficiently substantive in addressing the empowerment needs of small-scale fishermen in the Meuraxa subdistrict.
