ABSTRAK
Penempatan kawasan sempadan pantai di dalam RTRW Kabupaten Simeulue telah dilakukan. Namun belum diketahui sejauh mana efektifitas kebijakan tersebut dapat melindungi dan mereduksi ancaman bahaya yang ada. Tulisan ini membahas kesesuaian pemanfaatan sempadan pantai ditinjau dari aspek tutupan lahan dan resiko bencana. Tujuan penelitian adalah untuk mengevaluasi kesesuaian antara sempadan pantai dengan pemanfaatan lahan dan potensi resiko bencana. Penelitian ini menerapkan pendekatan kuantitatif dengan menganalisis peta sempadan pantai, Peta tutupan lahan multi temporal dan peta resiko bencana. Untuk mengevaluasi kesesuaian pemanfaatan sempadan pantai dengan potensi resiko bencana, dilakukan metode skoring menggunakan metode weighted overlay. Faktor-faktor dinamis penekannya diperoleh dengan menyusun causal loop diagram (CLD) dan validasi hasil penelitian dilakukan observasi lapangan dan wawancara. Hasil penelitian diketahui pemanfaatan sempadan pantai di kabupaten Simeulue tidak sesuai dengan potensi ancaman bencana. Kinerja sempadan pantai relatif sesuai karena tidak ditetapkan di lahan dengan aktfitas pembangunan yang tinggi.

Ahmad Reza Kasury, ST., MT., IPM ABSTRACT Coastal setback areas are designated in the Regional Spatial Plan (RTRW) of Simeulue Regency as a strategic measure to protect coastal ecosystems and reduce disaster risks. However, the effectiveness of this policy in supporting disaster risk reduction and ensuring appropriate land utilization has not been comprehensively evaluated. This study aims to assess the suitability of coastal setback areas in rela-tion to existing land cover and disaster risk. A quantitative spatial analysis was employed using coastal setback maps, multi-temporal land cover data, and disas-ter risk maps. The suitability between coastal setback utilization and disaster risk was evaluated through a weighted overlay analysis, while the dynamic interac-tions influencing coastal setback performance were identified using a Causal Loop Diagram (CLD). The findings were validated through field observations and semi-structured interviews. The results reveal that the current utilization of coastal set-back areas is not fully consistent with the spatial distribution of disaster hazards, indicating that several setback areas remain exposed to significant coastal risks. Nevertheless, the overall implementation of the coastal setback policy demon-strates relatively good performance, as most designated setback areas are located outside zones of intensive development. These findings highlight the need to strengthen the integration of disaster risk assessments into spatial planning poli-cies to improve the effectiveness of coastal setback management and enhance long-term coastal resilience in hazard-prone regions.
