Partisipasi kontraktor dalam tender proyek konstruksi jalan merupakan aspek penting dalam proses pengadaan jasa konstruksi. Keputusan untuk mengikuti tender dipengaruhi oleh berbagai faktor yang berkaitan dengan kondisi internal perusahaan maupun karakteristik proyek yang ditawarkan. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang memengaruhi keputusan kontraktor dalam mengikuti tender proyek konstruksi jalan di Kabupaten Pidie serta menentukan tingkat kepentingan masing-masing faktor. Penelitian menggunakan pendekatan kuantitatif dengan metode survei melalui penyebaran kuesioner kepada kontraktor yang menjadi responden penelitian. Variabel dan kuesioner penelitian disusun berdasarkan faktor-faktor keputusan bid/no bid dari penelitian Sancoko dan Pratama (2020). Analisis data menggunakan metode Relative Importance Index (RII) dengan Skala Likert 1–5. Pendekatan statistik deskriptif ini menerapkan perhitungan Mean (rata-rata) dan standar deviasi untuk menentukan peringkat tingkat kepentingan setiap faktor. Faktor dengan tingkat kepentingan tertinggi adalah kebutuhan akan pekerjaan (mean = 5,00), ketersediaan modal (mean = 4,95), dan pemenuhan persyaratan tender (mean = 4,89). Penelitian ini diharapkan dapat memberikan gambaran empiris mengenai faktor-faktor yang menjadi pertimbangan utama kontraktor dalam pengambilan keputusan mengikuti tender serta menjadi masukan bagi pemerintah daerah dalam meningkatkan efektivitas penyelenggaraan pengadaan jasa konstruksi jalan.

Contractors' participation in road construction project tenders is an essential aspect of the construction procurement process. The decision to participate in a tender is influenced by various factors related to the company's internal conditions as well as the characteristics of the proposed project. This study aims to identify the factors influencing contractors' decisions to participate in road construction project tenders in Pidie Regency and to determine the level of importance of each factor. This study employed a quantitative approach using a survey method through questionnaires distributed to contractors participating as research respondents. The research variables and questionnaire were developed based on the bid/no-bid decision factors proposed by Sancoko and Pratama (2020). Data were analyzed using the Relative Importance Index (RII) method with a five-point Likert scale. This descriptive statistical approach employed the calculation of the mean and standard deviation to determine the importance ranking of each factor. The results indicate that the three most important factors influencing contractors' decisions are the need for work (mean = 5.00), availability of capital (mean = 4.95), and fulfillment of tender requirements (mean = 4.89). This study is expected to provide empirical insights into the primary factors considered by contractors when deciding whether to participate in road construction project tenders and to serve as input for local governments in improving the effectiveness of road construction procurement processes.
