Pembangunan Rumah Layak Huni (RLH) merupakan program strategis pemerintah dalam meningkatkan kesejahteraan masyarakat dan mengurangi kemiskinan di Provinsi Aceh. Dalam pelaksanaannya, sistem e-katalog diterapkan sebagai bagian dari digitalisasi pengadaan barang dan jasa untuk meningkatkan efisiensi, transparansi, dan akuntabilitas. Namun, implementasi sistem ini masih menghadapi berbagai kendala, seperti keterbatasan infrastruktur teknologi informasi, rendahnya pemahaman pengguna, serta permasalahan administrasi kontrak yang berpotensi memengaruhi kinerja proyek. Oleh karena itu, penelitian ini bertujuan untuk menganalisis dampak positif dan negatif implementasi e-katalog pada pengadaan pembangunan rumah layak huni di Aceh. Penelitian ini menggunakan pendekatan mixed methods yaitu metode kuantitatif dan kualitatif. Data dikumpulkan melalui kuesioner tertutup kepada 75 responden yang terdiri dari kontraktor pelaksana proyek RLH periode 2021–2024 di Aceh Besar, Bireuen, dan Aceh Utara. Teknik sampling yang digunakan adalah purposive sampling dengan menggunakan Rumus Krejcie & Morgan. Analisis data dilakukan menggunakan analisis deskriptif dengan bantuan Microsoft Excel serta analisis tematik menggunakan NVivo 14. Hasil penelitian menunjukkan bahwa implementasi e-katalog memberikan dampak positif berupa peningkatan efisiensi, keadilan, dan keterbukaan, ditandai dengan percepatan proses pengadaan, penghematan biaya operasional, serta tersedianya akses informasi yang transparan dan terstandar bagi seluruh penyedia. Namun, dampak negatif masih ditemukan, meliputi keterbatasan interaksi antar pihak, pengguna masih terbiasa dengan sistem konvensional, terbatasnya jumlah penyedia dalam sistem e-katalog, serta belum optimalnya pemahaman pengguna terhadap sistem e-procurement. Kondisi ini menunjukkan bahwa implementasi e-katalog belum berjalan optimal dan masih memerlukan peningkatan dari sisi teknis, sumber daya manusia, dan sistem pendukung.

The Construction of Livable Housing is one of the Aceh Provincial Government’s strategic programs aimed at improving community welfare and reducing poverty. In its implementation, the e-catalog system has been adopted as part of the digitalization of public procurement to enhance efficiency, transparency, and accountability. However, the implementation of this system continues to face several challenges, including limited information technology infrastructure, insufficient user understanding, and contract administration issues that may affect project performance. Therefore, this study aims to analyze the positive and negative impacts of e-catalog implementation on the procurement of Livable Housing construction projects in Aceh. This study employed a mixed-methods approach, combining quantitative and qualitative methods. Data were collected through closed-ended questionnaires administered to 75 respondents consisting of contractors involved in Livable Housing projects implemented between 2021 and 2024 in Aceh Besar, Bireuen, and Aceh Utara. Respondents were selected using purposive sampling based on the Krejcie and Morgan formula. Data were analyzed using descriptive analysis and thematic analysis with NVivo 14. The findings indicate that the implementation of the e-catalog has generated positive impacts by improving efficiency, fairness, and transparency, as reflected in faster procurement processes, reduced operational costs, and the availability of transparent and standardized information that provides equal access and opportunities for all suppliers. Nevertheless, several challenges remain, including limited interaction among stakeholders, users’ continued reliance on conventional procurement practices, a limited number of suppliers registered in the e-catalog system, and insufficient user understanding of the e-procurement system. These findings suggest that the implementation of the e-catalog has not yet reached its full potential and requires further improvements in technical infrastructure, human resource capacity, and supporting systems.
