Kawasan permukiman pesisir Gampong Deah Raya, Kota Banda Aceh, memiliki kerentanan tinggi terhadap bahaya gempa bumi, tsunami, dan likuifaksi akibat kondisi geografis, karakteristik fisik lahan pesisir, serta kepadatan permukiman. Penelitian ini bertujuan merumuskan arahan mitigasi bencana berbasis karakteristik permukiman pesisir dan karakteristik masyarakat di Gampong Deah Raya. Penelitian menggunakan pendekatan deskriptif kualitatif yang didukung oleh analisis spasial dan statistik. Analisis spasial dilakukan dengan Sistem Informasi Geografis (SIG) melalui overlay peta bahaya gempa bumi, tsunami, dan likuifaksi untuk mengidentifikasi kondisi fisik dan tingkat ancaman kawasan. Sementara itu, karakteristik dan persepsi masyarakat dianalisis melalui survei kuesioner terhadap 152 responden menggunakan skala Likert dan statistik deskriptif. Hasil penelitian menunjukkan bahwa sebagian kawasan permukiman berada pada tingkat ancaman sedang hingga tinggi, dengan kapasitas masyarakat yang bervariasi dalam menghadapi bencana. Berdasarkan interpretasi terhadap karakteristik fisik permukiman dan karakteristik masyarakat, dirumuskan arahan mitigasi bencana yang menitikberatkan pada penguatan kapasitas masyarakat, peningkatan edukasi dan simulasi kebencanaan, penguatan sistem peringatan dini, serta peningkatan kualitas dan konektivitas infrastruktur evakuasi pada kawasan permukiman pesisir.

The coastal settlement area of Gampong Deah Raya, Banda Aceh City, exhibits a high level of vulnerability to earthquake, tsunami, and liquefaction hazards due to its geographical conditions, physical characteristics of coastal land, and settlement density. This study aims to formulate disaster mitigation guidelines based on the characteristics of coastal settlements and community characteristics in Gampong Deah Raya. The research employs a descriptive qualitative approach, supported by spatial and statistical analyses. Spatial analysis was conducted using a Geographic Information System (GIS) through the overlay of earthquake, tsunami, and liquefaction hazard maps to identify the physical conditions and threat levels of the area. Meanwhile, community characteristics and perceptions were examined through a questionnaire survey involving 152 respondents, using a Likert scale and descriptive statistical analysis. The results indicate that parts of the settlement area are exposed to moderate to high levels of hazard, with varying levels of community capacity in disaster preparedness. Based on the interpretation of settlement physical characteristics and community characteristics, disaster mitigation guidelines were formulated, focusing on strengthening community capacity, improving disaster education and simulation programs, enhancing early warning systems, and upgrading the quality and connectivity of evacuation infrastructure within the coastal settlement area.
