ABSTRAK
Pembangunan Jalan Tol Ruas Sigli–Banda Aceh memiliki peran penting dalam meningkatkan konektivitas regional dan mendorong pertumbuhan ekonomi di Provinsi Aceh. Namun, keberhasilan proyek ini sangat dipengaruhi oleh efektivitas Supply Chain Management (SCM). Penerapan SCM dalam proyek ini mempunyai tantangan yang sangat kompleks seperti kebutuhan sumber daya yang besar, rendahnya kemampuan supplier lokal, kesiapan tenaga kerja yang masih terbatas. Selain itu, keterbatasan bahan baku (quarry), diperburuk dengan keterbatasan kapasitas batching plant, crusher, dan Asphalt Mixing Plant (AMP). Ketidakpastian harga material yang fluktuatif semakin memperumit pengelolaan rantai pasok dalam proyek ini. Penelitian ini bertujuan untuk mengidentifikasi tantangan utama dalam penerapan SCM pada Proyek Pembangunan Jalan Tol Ruas Sigli–Banda Aceh serta merumuskan strategi untuk mengatasi tantangan tersebut. Penelitian ini menggunakan pendekatan metode kuantitatif melalui kuesioner dan metode kualitatif melalui wawancara. Teknik sampling responden digunakan proportionate stratified random sampling, sedangkan teknik sampling key informan digunakan purposive sampling. Analisis data digunakan deskriptif kuantitatif, Kendall's coefficient of concordance, Spearman rank correlation coefficient, deskriptif kualitatif model Miles and Huberman, dan Strengths Weaknesses Opportunities Threats (SWOT). Hasil penelitian diperoleh sebanyak 23 dari 56 indikator dikategorikan sebagai tantangan utama, dalam penerapan SCM menurut persepsi stakeholders. Strategi penanganan SCM atas tantangan utama yang dihadapi yang perlu diterapkan adalah strategi Strengths Opportunities (SO). Strategi SO ini meliputi memoptimalkan dukungan kebijakan, memanfaatkan manajemen proyek terintegrasi, memperkuat kemitraan strategis antara kontraktor dan vendor, memprioritaskan pemasok lokal yang telah teridentifikasi, memoptimalkan konsep manajemen logistik dan transportasi, dan menerapkan sistem kendali mutu dan Keselamatan dan Kesehatan Kerja (K3).

CHALLENGES AND STRATEGIES FOR IMPLEMENTING SUPPLY CHAIN MANAGEMENT IN THE CONSTRUCTION OF THE SIGLI–BANDA ACEH TOLL ROAD SECTION By: Regi Bonenehu Student Reg. ABSTRACT The construction of the Sigli–Banda Aceh Toll Road plays an important role in improving regional connectivity and driving economic growth in Aceh Province. However, the success of this project is greatly influenced by the effectiveness of Supply Chain Management (SCM). The implementation of SCM in this project faces very complex challenges, such as the need for large resources, the low capacity of local suppliers, and the limited readiness of the workforce. In addition, the limited availability of raw materials (quarries) is exacerbated by the limited capacity of batching plants, crushers, and asphalt mixing plants (AMP). The uncertainty of fluctuating material prices further complicates supply chain management in this project. This study aims to identify the main challenges in implementing SCM in the Sigli–Banda Aceh Toll Road Construction Project and to formulate strategies to overcome these challenges. This study uses a quantitative approach through questionnaires and a qualitative approach through interviews. The respondent sampling technique used is proportionate stratified random sampling, while the key informant sampling technique used is purposive sampling. Data analysis was conducted using quantitative descriptive analysis, Kendall's coefficient of concordance, Spearman's rank correlation coefficient, Miles and Huberman's qualitative descriptive model, and Strengths Weaknesses Opportunities Threats (SWOT). The results of the study showed that 23 out of 56 indicators were categorised as key challenges in the implementation of SCM according to the perceptions of stakeholders. The SCM handling strategy for the main challenges faced that needs to be implemented is the Strengths Opportunities (SO) strategy. This SO strategy includes optimising policy support, utilising integrated project management, strengthening strategic partnerships between contractors and vendors, prioritising identified local suppliers, optimising the concept of logistics and transportation management, and implementing a quality control and Occupational Health and Safety (OHS) system.
