Proses pengadaan bahan baku dan distribusi produk jadi pada UMKM binaan Dekranasda Aceh Besar masih dilakukan secara terpisah oleh masing-masing UMKM. Beberapa UMKM menggunakan pemasok yang sama, namun pengadaan bahan baku tetap dilakukan secara mandiri. Distribusi produk jadi juga dilakukan melalui beberapa mekanisme, langsung kepada konsumen maupun melalui Dekranasda. Kondisi tersebut menyebabkan koordinasi antaraktor belum berjalan optimal sehingga peluang penerapan collaborative consumption belum
dimanfaatkan secara maksimal. Penelitian ini bertujuan mengidentifikasi pola hubungan antaraktor pada kondisi saat ini (as-is model), menentukan aktor yang dominan menggunakan metode Social Network Analysis (SNA) dengan pendekatan Penta Helix, serta menyusun rancangan hubungan antaraktor (to-be model). Penelitian dilakukan melalui wawancara, observasi, dan identifikasi hubungan antaraktor yang terlibat dalam proses pengadaan bahan baku dan distribusi produk jadi. Data hubungan antaraktor kemudian dianalisis menggunakan metode SNA dengan bantuan perangkat lunak Gephi. Hasil penelitian menunjukkan bahwa pola hubungan pada kondisi saat ini masih didominasi aktivitas yang berjalan secara terpisah sehingga koordinasi antaraktor belum optimal. Hasil analisis SNA menunjukkan bahwa Dekranasda Aceh Besar merupakan aktor dominan dengan
nilai degree centrality sebesar 16, closeness centrality sebesar 1,000, dan betweenness centrality sebesar 46,667. Berdasarkan temuan tersebut, Dekranasda Aceh Besar ditetapkan sebagai pusat koordinasi dalam rancangan to-be model. Penelitian ini juga menghasilkan rancangan implementasi collaborative consumption melalui alternatif penggunaan Google Form dan grup WhatsApp serta prototipe sistem informasi sebagai acuan pengembangan sistem berbasis web. Rancangan tersebut diharapkan dapat mendukung pengelolaan pengadaan bahan baku dan distribusi produk jadi secara lebih terstruktur.

The procurement of raw materials and the distribution of finished products among MSMEs under the guidance of Dekranasda Aceh Besar are still carried out separately by each MSME. Although several MSMEs obtain raw materials from the same suppliers, procurement activities are conducted independently according to their respective needs. The distribution of finished products is also carried out through different mechanisms, either directly to consumers or through Dekranasda during certain events. These conditions indicate that coordination among actors has not been fully optimized, limiting the implementation of collaborative consumption. This study aims to identify the relationship patterns among actors in the existing condition (as-is model), determine the dominant actor using the Social Network Analysis (SNA) method with a Penta Helix approach, and develop a proposed relationship model (to-be model). The study was conducted through interviews, observations, and the identification of relationships among actors involved in the procurement of raw materials and the distribution of finished products. The relationship data were analyzed using the SNA method with the assistance of Gephi oftware. The results show that the existing relationship pattern is still dominated by separate activities, resulting in limited coordination among actors. The SNA analysis indicates that Dekranasda Aceh Besar is the most dominant actor, with a degree centrality value of 16, a closeness centrality value of 1,000, and a betweenness centrality value of 46.667. Based on these findings, Dekranasda Aceh Besar was designated as the central coordinating actor in the proposed to-be model. The study also proposes collaborative consumption implementation alternatives through the use of Google Forms and WhatsApp Groups, as well as a prototype information system intended as a reference for future web-based system development. The proposed model is expected to support a more structured management of raw material procurement and finished product distribution.
