Pembangunan Rumah Layak Huni (RLH) di Provinsi Aceh merupakan prioritas strategis untuk meningkatkan kesejahteraan masyarakat kurang mampu. Seiring dengan transformasi digital, pengadaan RLH kini beralih dari metode tender konvensional ke sistem e-katalog untuk meningkatkan transparansi dan efisiensi. Studi ini bertujuan untuk mengidentifikasi faktor internal (kekuatan dan kelemahan) serta faktor eksternal (peluang dan ancaman) yang memengaruhi pelaksanaan e-katalog pada pekerjaan RLH di Kota Banda Aceh dan Aceh Besar, serta merumuskan strategi peningkatan efektivitasnya. Menggunakan Metode kualitatif deskriptif dengan analisis Strengths, Weakness, Opportunities, Threats (SWOT). Pengumpulan data dilakukan melalui wawancara kepada pengguna jasa di Dinas Perumahan Rakyat dan Kawasan Permukiman (Perkim) Aceh. Data kemudian diolah menggunakan tabel Internal Factor Analysis Summary (IFAS) dan External Factor Analysis Summary (EFAS) untuk menentukan posisi strategis pada diagram kuadran SWOT. Hasil studi menunjukkan bahwa kekuatan utama terletak pada efisiensi waktu pengadaan, sementara kendala infrastruktur digital menjadi kelemahan utama. Berdasarkan hasil analisis, ditemukan nilai total skor IFAS sebesar 3,34 dan EFAS sebesar 3,23, yang menempatkan posisi pada Kuadran I (titik koordinat 0,84; 0,97). Posisi ini menunjukkan bahwa pelaksanaan e-katalog berada pada kondisi yang sangat menguntungkan. Strategi yang direkomendasikan adalah Strategi Agresif (S-O), yaitu dengan mengoptimalkan transparansi, efisiensi, dan pengawasan e-katalog untuk meningkatkan partisipasi penyedia lokal, mendorong penggunaan produk dalam negeri, meningkatkan kapasitas SDM pengelola, serta mempercepat pembangunan hunian bagi Masyarakat.

The development of Decent Housing (Rumah Layak Huni/RLH) in Aceh Province is a strategic priority to improve the welfare of low-income communities. Along with digital transformation, the procurement process for RLH has shifted from conventional tender methods to an e-catalog system to enhance transparency and efficiency. This study aims to identify internal factors (strengths and weakness) and external factors (opportunities and threats) affecting the implementation of the e-catalog system in RLH projects in Banda Aceh and Aceh Besar, as well as to formulate strategies to improve its effectiveness. The study employed a descriptive qualitative method using Strengths, Weakness, Opportunities, Threats (SWOT) analysis. Data were collected through interviews with Project Owner at the Aceh Department of Housing and Residential Areas (Dinas Perumahan Rakyat dan Kawasan Permukiman/Perkim Aceh). The data were analyzed using the Internal Factor Analysis Summary (IFAS) and External Factor Analysis Summary (EFAS) tables to determine the strategic position within the SWOT quadrant diagram. The results indicate that the main strength lies in procurement time efficiency, while digital infrastructure constraints remain the primary weakness. Based on the analysis, the total IFAS score was 3.34 and the EFAS score was 3.23, placing the implementation in Quadrant I (coordinate point 0.84; 0.97). This position indicates that the implementation of the e-catalog system is in a highly favorable condition. The recommended strategy is an Aggressive Strategy (S-O), which focuses on optimizing the transparency, efficiency, and supervision of the e-catalog system to increase local supplier participation, promote the use of domestic products, enhance the capacity of management personnel, and accelerate the development of housing for the community.
