ABSTRAK

Penelitian ini membahas mengenai Sengketa Lahan PLTA Peusangan Kampung
Wihni Bakong, Kecamatan Silih Nara, Kabupaten Aceh Tengah. Tujuan penelitian
ini adalah untuk menganalisis dinamika konflik, penyebab dan dampak yang
ditimbulkan dari pembangunan PLTA Peusangan. Penelitian ini menggunakan
pendekatan kualitatif deskriptif dengan metode pengumpulan data melalui
observasi, wawancara dan dokumentasi. Teori yang digunakan adalah teori konflik
Ralf Dahrendorf untuk menganalisis pembagian kelompok dalam fenomena
konflik, kelompok semu (quasi group), kelompok kepentingan (interest group), dan
kelompok konflik (conflict group). Hasil penelitian menunjukkan bahwa sengketa
lahan yang terjadi antara masyarakat Kampung Wihni Bakong dengan pihak PLTA
Peusangan merupakan permasalahan yang sudah terjadi sejak lama, namun proses
penyelesaiannya masih belum ditemukan karena adanya tuntutan dari masyarakat
terhadap ganti rugi atau pembayaran lahan yang dijadikan tempat dibangunnya
Pembangkit Listrik Tenaga Air (PLTA), masyarakat juga meminta bukti transaksi
atau dokumen bukti pembayaran yang sudah dilakukan pada tahun 1994 dan tahun
2000 kepada pihak PLTA, masyarakat menganggap bahwa harga jual tanah pada
tahun tersebut sangat berbeda dengan masa sekarang. Penelitian menyarankan
kepada pemerintah Kabupaten Aceh Tengah dan Dinas Pertanahan (mediator)
selaku pihak berkuasa, supaya dapat menyelesaikan permasalahan dengan
mempertimbangkan keputusan dan metode penyelesaian positif bagi kedua belah
pihak yang bersengketa tanpa merugikan salah satu pihak pun, serta melakukan
literasi mendalam tentang dampak yang dirasakan masyarakat.

ABSTRACT This study discusses the Land Dispute of Peusangan Hydroelectric Power Plant in Wihni Bakong Village, Silih Nara District, Central Aceh Regency. The purpose of this study is to analyze the dynamics of the conflict, causes and impacts arising from the construction of the Peusangan Hydroelectric Power Plant. This study uses a descriptive qualitative approach with data collection methods through observation, interviews and documentation. The theory used is Ralf Dahrendorf's conflict theory to analyze the division of groups into conflict phenomena, quasi-groups, interest groups, and conflict groups. The results of the study indicate that the land dispute that occurred between the Wihni Bakong Village community and the Peusangan Hydroelectric Power Plant is a problem that has occurred for a long time, but the resolution process has not yet been found because of demands from the community for compensation or payment for the land used as the site for the construction of the Hydroelectric Power Plant (PLTA), the community also asked for proof of transactions or documents proving payments that had been made in 1994 and 2000 to the PLTA, the community considers that the selling price of land in that year was very different from the present. The research recommends that the Central Aceh Regency government and the Land Agency (mediator), as the authorized parties, resolve the issue by considering positive decisions and resolution methods for both parties in dispute without harming either party, and by conducting in-depth literacy on the impacts felt by the community.
