Bencana tsunami 2004 di Aceh memberikan pelajaran penting mengenai perlunya sistem evakuasi yang cepat, efektif dan menjangkau seluruh lapisan masyarakat, terutama kelompok rentan dan tidak memiliki kendaraan pribadi di wilayah pesisir. Saat ini, evakuasi darurat didominasi sepeda motor dan mobil pribadi, namun keterbatasan kapasitas dan potensi kemacetan menjadikannya kurang optimal untuk evakuasi massal. Penelitian ini bertujuan menguji kelayakan Trans Koetaradja sebagai alternatif moda evakuasi tsunami di Kecamatan Meuraxa, Banda Aceh. Pendekatan yang digunakan adalah kuantitatif dengan metode regresi logit biner untuk menganalisis faktor-faktor yang mempengaruhi pemilihan moda transportasi. Data kinerja Trans Koetaradja diperoleh melalui survei/pengamatan langsung, sedangkan data primer dikumpulkan melalui penyebaran kuesioner dengan teknik stated preference kepada masyarakat di sekitar jalur evakuasi dan halte. Hasil penelitian menunjukkan bahwa Trans Koetaradja layak sebagai moda evakuasi karena memenuhi kriteria kinerja, yaitu load factor (LF)

The 2004 tsunami in Aceh highlighted the importance of a rapid, effective, and inclusive evacuation system, particularly for vulnerable coastal communities without private vehicles. Currently, evacuation is still dominated by motorcycles and private cars; however, limited capacity and potential traffic congestion make them less optimal for mass evacuation. This study aims to evaluate the feasibility of Trans Koetaradja as an alternative mode for tsunami evacuation in Meuraxa District, Banda Aceh. A quantitative approach was applied using binary logit regression to analyze the factors influencing transportation mode choice. Data on the performance of Trans Koetaradja were obtained through surveys and direct observations, while primary data were collected through questionnaires using a stated preference technique distributed to communities around evacuation routes and bus stops. The results indicate that Trans Koetaradja is feasible as an evacuation mode, as it meets performance criteria, namely a load factor (LF) of less than 70% and travel time faster than the tsunami inundation time (34 minutes after the earthquake). Model feasibility was tested using p-value, chi-square, Cox & Snell R Square, and Nagelkerke R Square. Under the do nothing condition, safety and comfort (X18) and operational reliability (X19) were significant variables, with a utility model of Um = 1.830 (X18) + 1.623 (X19), and probabilities of 95.9% for private vehicles and 4.1% for Trans Koetaradja. In the do something scenario, significant variables include household income (X5), motorcycle ownership (X8), distance from residences to bus stops (X13), and safety and comfort (X18), with a utility model of Um = -2.439 (X5) + 5.440 (X8) + -2.507 (X13) + 2.849 (X18), and probabilities of 89.8% for private vehicles and 10.2% for Trans Koetaradja. Thus, improving the service performance of Trans Koetaradja increases its likelihood of being used for tsunami evacuation.
