ABSTRAK

Fenomena toleransi beragama di Aceh khususnya di Kota Banda Aceh juga
perlu diperhatikan sesama ummat Islam yang juga berpotensi terjadinya
perpecahan, terutama terkait cara pandang, sikap, dan praktik keberagamaan dalam
kehidupan bersama yang menekankan pada pengamalan nilai-nilai esensial ajaran
agama, yang berorientasi pada perlindungan martabat kemanusiaan serta
penciptaan kemaslahatan umum. Oleh karena itu, pemerintah melalui Kanwil
Kementerian Agama Provinsi Aceh dalam berupaya menjalankan program dengan
mensosialisasikan program Moderasi Beragama terutama dikalangan Generasi
Milenial. Penelitian ini bertujuan untuk mengetahui dan menjelaskan implementasi
program sosialisasi moderasi beragama oleh Kanwil Kemenag Aceh kepada
generasi milenial di Banda Aceh. Penelitian ini menggunakan teori strategi
komunikasi dan teori perencanaan. Metode penelitian yang digunakan adalah
pendekatan kualitatif dengan jenis penelitian deskriptif. Informan penelitian terdiri
dari pihak Kakanwin Kementerian Agama Provinsi Aceh dan masyarakat. Teknik
pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi.
Berdasarkan hasil penelitian dapat diketahui bahwa implementasi program
sosialisasi moderasi beragama oleh Kanwil Kemenag Aceh kepada generasi
milenial di Banda Aceh dilakukan dengan cara membentuk forum diskusi guna
memberikan pembinaan dan sosialisasi, bekerja sama dengan lembaga pendidikan
tinggi dalam menyampaikan pesan moderasi beragama dikalangan mahasiswa,
melakukan komunikasi langsung melalui mimbar ceramah, memanfaatkan pigur
tokoh agama yang dikenal dan viral dikalangan milenial untuk menyampaikan
pesan moderasi beragama serta membentuk tim penyuluhan moderasi beragama
yang anggotanya terdiri dari internal dan eksternal Kanwil Kementerian Agama
Provinsi Aceh serta menjalankan program prestisius berupa kampung moderasi
beragama dalan pelatihan guru madrasah.

ABSTRACT The phenomenon of religious tolerance in Aceh, especially in Banda Aceh City, also needs to be considered among Muslims, which also has the potential for division, especially related to religious perspectives, attitudes, and practices in communal life that emphasize the practice of essential values of religious teachings, which are oriented towards protecting human dignity and creating public welfare. Therefore, the government through the Regional Office of the Ministry of Religious Affairs of Aceh Province is trying to implement the program by socializing the Religious Moderation program, especially among the Millennial Generation. This study aims to determine and explain the implementation of the religious moderation socialization program by the Regional Office of the Ministry of Religious Affairs of Aceh to the millennial generation in Banda Aceh. This study uses communication strategy theory and planning theory. The research method used is a qualitative approach with a descriptive research type. Research informants consisted of the Head of the Ministry of Religious Affairs Office of Aceh Province and the community. Data collection techniques were carried out through interviews, observation, and documentation. Based on the research results, it can be seen that the implementation of the religious moderation socialization program by the Aceh Ministry of Religious Affairs Regional Office for the millennial generation in Banda Aceh was carried out by establishing discussion forums to provide guidance and outreach, collaborating with higher education institutions to convey messages of religious moderation among students, conducting direct communication through lecture platforms, utilizing well-known and viral religious figures among millennials to convey messages of religious moderation, and forming a religious moderation outreach team consisting of members from within and outside the Aceh Provincial Ministry of Religious Affairs Regional Office. Furthermore, it ran a prestigious program called a religious moderation village for madrasah teacher training.
