Berdasarkan Pasal 141 ayat (1) UULAJ menyebutkan perusahaan angkutan umum wajib untuk memenuhi standar pelayanan minimal yaitu meliputi aspek keamanan, keselamatan, kenyamanan, keterjangkauan, kesetaraan dan keteraturan. Namun, beberapa bus AKAP masih ada yang tidak laik jalan Sehingga, tidak terpenuhinya standar kelaikan minimal seperti keselamatan.
Tujuan penelitian ini Menganalisis secara hukum ketentuan peraturan perundang-undangan yang mengatur standar pelayanan minimal bus khususnya dalam konteks Undang-Undang Nomor 22 Tahun 2009 dan aturan terkait lainnya. Menggambarkan pelaksanaan oleh UPTD PKB yang menangani kendaraan yang tidak memenuhi standar kelayakan teknis. Mengidentifikasi faktor-faktor penghambat terkait standar pelayanan minimal bus Mengevaluasi tingkat kepatuhan pemilik angkutan terhadap kewajiban uji kelayakan kendaraan serta kesadaran hukum pengemudi atau pemilik angkutan terhadap pentingnya kendaraan yang laik jalan.
Metode penelitian yang digunakan adalah penelitian hukum yuridis empiris, yaitu pendekatan yang menelaah hukum berdasarkan perilaku nyata di masyarakat serta memperhatikan gejala sosial yang tidak tertulis. Data yang digunakan yaitu data sekunder yaitu diperoleh dengan melalui penelitian kepustakaan (library research), data Primer yang diperoleh dari penelitian lapangan (field research) yaitu dengan cara wawancara
Hasil penelitian menunjukan masih ada bus yang tidak laik jalan bukan hanya pada hari biasa tapi juga pada hari-hari besar, sedangkan yang laik jalan sekali berangkat biasanya hanya 2 atau 3 bus yang layak. beberapa faktor-faktor penyebab pemilik mengabaikan standar kelaikan bus akap yaitu pihak perusahaan otobus itu sendiri, human error, aspek teknik kendaraan dan petugas rampcheck beserta petugas PPNS. Penerapan sanksi terhadap bagi perusahaan otobus masih kurang tegas, dikarenakan bagi perusahaan otobus yang tidak memenuhi kelaikan hanya diberikan teguran saja tidak sampai dicabut izin dan dilarang beroperasi.
Disarankan pengelola bus lebih memperhatikan kelaikan bus akap seperti rutin melakukan uji kir 6 bulan sekali kemudian pengemudi tidak sembarangan dan dalam keadaan sehat jasmani dan rohani saat mengemudi, dan kepada pihak kepolisian dan petugas ppns agar dapat meningkatkan pengawasan dan tindakan terhadap pemilik bus yang tidak memenuhi persyaratan teknis kendaraan agar tidak sembarangan beroperasi di jalanan.

Based on Article 141 paragraph (1) of the Road Traffic and Transportation Law (UULAJ), public transportation companies are required to fulfill minimum service standards, which include aspects of security, safety, comfort, affordability, equality, and regularity. However, there are still several intercity and interprovincial buses (AKAP) that are not roadworthy, resulting in the failure to meet minimum feasibility standards, particularly in terms of safety. The purpose of this study is to legally analyze the provisions of laws and regulations governing the minimum service standards for buses, particularly in the context of Law Number 22 of 2009 and other related regulations. It also aims to describe the implementation carried out by the Vehicle Testing Unit (UPTD PKB) in handling vehicles that do not meet technical roadworthiness standards. Furthermore, this research identifies the inhibiting factors related to minimum bus service standards and evaluates the level of compliance of transportation owners with vehicle roadworthiness testing obligations, as well as the legal awareness of drivers or transport owners regarding the importance of roadworthy vehicles. The research method used is empirical juridical legal research, which is an approach that examines law based on actual behavior in society while also considering unwritten social phenomena. The data used consists of secondary data obtained through library research and primary data collected through field research, particularly through interviews. The results of the study indicate that there are still buses that are not roadworthy, not only on regular days but also during major holidays. Meanwhile, the number of roadworthy buses departing at a time is usually only two or three units. Several factors contribute to bus owners neglecting roadworthiness standards, including the bus companies themselves, human error, technical aspects of the vehicles, and the role of ramp check officers as well as Civil Servant Investigators (PPNS). The enforcement of sanctions against bus companies is still not firm, as companies that fail to meet roadworthiness standards are generally only given warnings without having their licenses revoked or being prohibited from operating. It is recommended that bus operators pay more attention to the roadworthiness of intercity and interprovincial buses by conducting regular vehicle inspections every six months. Drivers should also be properly selected and must be in good physical and mental condition when driving. In addition, the police and PPNS officers are expected to enhance supervision and enforcement against bus owners who do not meet technical vehicle requirements, in order to prevent them from operating freely on the roads.
