Pilkada Aceh Utara tahun 2024 memperlihatkan fenomena yang belum
pernah terjadi dalam sejarah pilkada di Aceh, pelaksanaan pilkada Kabupaten
Aceh Utara berbeda dari pelaksanaan pilkada sebelumnya yaitu adanya
partisipasi dari pasangan calon tunggal. Tujuan dari penelitian ini adalah
untuk menganalisis faktor yang melatarbelakangi munculnya pasangan calon
tunggal pada Pilkada Aceh Utara tahun 2024 dan mengidentifikasi implikasi
adanya fenomena pasangan calon tunggal pada pilkada Aceh Utara terhadap
demokrasi lokal di Aceh Utara. Penelitian ini menggunakan metode kualitatif
dengan pendekatan deskriptif. Proses pengumpulan data dilakukan dengan
observasi, wawancara, dan dokumentasi yang kemudian data tersebut diolah
secara sistematis. Penelitian ini menggunakan teori partisipasi politik oleh
Huntington dan Nelson serta konsep demokrasi Robert A. Dahl. Adapun hasil
penelitian yang diperoleh adalah menunjukkan bahwa penyebab kemunculan
fenomena partisipasi pasangan calon tunggal pada pemilihan Bupati dan
Wakil Bupati Kabupaten Aceh Utara tahun 2024 adalah dikarenakan strategi
politik dari Panglima Jhonny melakukan lobbying serta contacting terhadap
partai politik untuk memberi dukungan terhadap satu pasangan calon saja,
Faktor dari ketokohan Ismail A.Jalil dan Tarmizi sebagai pasangan calon
tunggal, Kegagalan Koalisi Aceh Utara Maju menghadirkan kandidat
alternatif, Kegagalan bakal calon alternatif untuk berpartisipasi, Serta
rendahnya minat dari kader partai politik untuk maju sebagai calon kepala
daerah. Fenomena ini berdampak pada terbatasnya ragam pilihan kandidat
pada pilkada bagi masyarakat serta tingkat partisipasi politik masyarakat
Kabupaten Aceh Utara.

The 2024 North Aceh Regency Election (Pilkada) presents an unprecedented phenomenon in the history of regional elections in Aceh. The implementation of the election in North Aceh Regency differs from previous elections due to the participation of a single candidate pair. The objective of this research is to analyze the factors underlying the emergence of a single candidate pair in the 2024 North Aceh Pilkada and to identify the implications of this phenomenon for local democracy in North Aceh. This study employs a qualitative method with a descriptive approach. The data collection process was conducted through observation, interviews, and documentation, with the data subsequently processed systematically. This research utilizes the theory of political participation by Huntington and Nelson, as well as Robert A. Dahl’s concept of democracy. The research findings indicate that the emergence of the single candidate phenomenon in the 2024 North Aceh Regent and Deputy Regent election was driven by several factors: the political strategy of Panglima Jhonny, involving lobbying and contacting political parties to consolidate support for only one pair; the prominence and stature of Ismail A. Jalil and Tarmizi as the single candidate pair; the failure of the Koalisi Aceh Utara Maju (Forward North Aceh Coalition) to present alternative candidates; the failure of potential alternative candidates to participate; and the low interest among political party cadres in running for regional leadership. This phenomenon has resulted in a limited range of candidate choices for the public and has impacted the level of political participation among the people of North Aceh Regency.
