ABSTRAK
Penelitian ini mengkaji peran Majelis Adat Kabupaten Aceh Jaya dalam melestarikan tradisi Peumeunab dan Seumelueng yang merupakan bagian penting dari identitas budaya masyarakat Lamno serta mengandung nilai historis, sosial, dan spiritual. Latar belakang penelitian ini didasarkan pada fenomena menurunnya minat generasi muda terhadap tradisi lokal, lemahnya dokumentasi adat, serta belum optimalnya peran kelembagaan adat di tengah arus globalisasi dan modernisasi. Tujuan penelitian ini adalah untuk mengetahui bagaimana peran Majelis Adat Kabupaten Aceh Jaya dalam upaya pelestarian tradisi Peumeunab dan Seumelueng, serta mengidentifikasi faktor-faktor penghambat dalam pelaksanaanya. Penelitian ini menggunakan perspektif teori peran menurut Soerjono Soekanto yang meliputi peran aktif, peran pasif, dan peran partisipatif. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan penelitian terdiri atas pengurus Majelis Adat Kabupaten Aceh Jaya, tokoh adat, aparatur pemerintah daerah, serta masyarakat yang masih melaksanakan tradisi tersebut. Hasil penelitian menunjukkan bahwa peran Majelis Adat Kabupaten Aceh Jaya dalam pelestarian tradisi Peumeunab dan Seumelueng belum berjalan secara optimal. Pelaksanaan kegiatan masih bersifat seremonial tahunan tanpa pembinaan dan pengawasan yang berkelanjutan, sosialisasi nilai-nilai adat kepada generasi muda belum intensif, dokumentasi dan arsip adat belum tertata secara sistematis, serta keterbatasan sumber daya manusia, anggaran, dan sarana prasarana. Oleh karena itu, penelitian ini merekomendasikan perlunya penguatan peran Majelis Adat melalui pembinaan berkelanjutan, pendokumentasian tradisi secara ilmiah, peningkatan keterlibatan generasi muda, serta dukungan kebijakan dan anggaran dari pemerintah daerah guna menjamin keberlanjutan pelestarian budaya lokal

ABSTRACT This study examines the role of the Aceh Jaya Regency Customary Assembly in preserving the Peumeunab and Seumelueng traditions which are an important part of the cultural identity of the Lamno people and contain historical, social, and spiritual values. The background of this research is based on the phenomenon of declining interest of the younger generation in local traditions, weak customary documentation, and the non-optimal role of customary institutions in the midst of globalization and modernization. The purpose of this study is to find out how the role of the Aceh Jaya Regency Customary Assembly in efforts to preserve the Peumeunab and Seumuleng traditions, as well as identify inhibiting factors in its implementation. This research uses the perspective of role theory according to Soerjono Soekanto which includes active roles, passive roles, and participatory roles. The research method used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. The research informants consisted of the management of the Aceh Jaya Regency Customary Assembly, traditional leaders, local government officials, and people who still carry out the tradition. The results of the study show that the role of the Aceh Jaya Regency Customary Assembly in preserving the Peumeunab and Seumelueng traditions has not been running optimally. The implementation of activities is still ceremonial annually without continuous guidance and supervision, the socialization of customary values to the younger generation has not been intensive, documentation and archives of customary practices have not been systematically organized, and there are limitations in human resources, budgets, and infrastructure. Therefore, this study recommends the need to strengthen the role of Indigenous Assemblies through sustainable development, scientific documentation of traditions, increased involvement of the younger generation, and policy and budget support from local governments to ensure the sustainability of local cultural preservation.
