Indonesia melalui kebijakan Dana Desa memberikan ruang bagi desa untuk mengelola pembangunan secara mandiri sesuai dengan potensi dan kebutuhan lokal. Salah satu desa yang memanfaatkan kebijakan ini adalah Desa Mesir, Kecamatan Serbajadi, Kabupaten Aceh Timur, yang melaksanakan program pembibitan kelapa sawit sebagai upaya pemberdayaan ekonomi masyarakat. Namun, implementasi program tidak terlepas dari berbagai kendala, terutama terkait pemahaman masyarakat, ketepatan sasaran, pola pemanfaatan bantuan, serta dukungan kelembagaan yang masih terbatas. Penelitian ini bertujuan untuk menganalisis efektivitas penggunaan Dana Desa dalam program pembibitan kelapa sawit di Desa Mesir. Analisis dilakukan menggunakan teori Efektivitas Sutrisno dengan lima indikator, pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan, dan perubahan nyata. Penelitian dilakukan dengan pendekatan kualitatif melalui wawancara, observasidan dokumentasi. Melibatkan informan dari Camat Serbajadi, Keuchik, Kaur keuangan, Seketaris, Pendamping desa serta masyarakat. Hasil penelitian menunjukkan bahwa program telah memberikan dampak positif, khususnya pada aspek motivasi, solidaritas sosial, peningkatan kapasitas masyarakat, serta kesadaran mengelola lahan. Pelaksanaan program juga relatif tepat waktu sesuai dengan perencanaan desa. Namun, efektivitasnya masih terkendala oleh rendahnya pemahaman sebagian masyarakat dan pembagian bibit yang tidak selektif, sehingga sebagian bantuan tidak dimanfaatkan sesuai tujuan program. Oleh karena itu, diperlukan peningkatan sosialisasi, pendampingan teknis yang berkelanjutan, penguatan dukungan kelembagaan desa, serta mekanisme seleksi penerima berbasis kapasitas. Dengan langkah-langkah tersebut diharapkan penggunaan Dana Desa berfungsi sebagai instrumen pemberdayaan masyarakat secara efektif dan berkelanjutan.

Indonesia, through its Village Fund policy, provides villages with the opportunity to independently manage development in accordance with local potential and needs. One village that has taken advantage of this policy is Mesir Village, Serbajadi Subdistrict, East Aceh Regency, which has implemented a palm oil seedling program as an effort to empower the community economically. However, the implementation of the program is not without various obstacles, particularly related to community understanding, accuracy of targets, patterns of aid utilization, and limited institutional support. This study aims to analyze the effectiveness of Village Fund utilization in the oil palm nursery program in Mesir Village. The analysis was conducted using Sutrisno's effectiveness theory with five indicators: program understanding, target accuracy, timeliness, achievement of objectives, and tangible changes. The research was conducted using a qualitative approach through interviews, observations, and documentation. Informants from the Serbajadi Sub-district Head, Keuchik, Finance Officer, Secretary, Village Facilitator, and the community were involved. The results of the study show that the program has had a positive impact, particularly in terms of motivation, social solidarity, increased community capacity, and awareness of land management. The implementation of the program was also relatively on time according to the village plan. However, its effectiveness is still hampered by the low level of understanding among some community members and the non-selective distribution of seeds, resulting in some of the assistance not being used in accordance with the program's objectives. Therefore, it is necessary to increase socialization, provide continuous technical assistance, strengthen village institutional support, and establish a capacity-based selection mechanism for recipients. With these steps, it is hoped that the use of Village Funds will function as an effective and sustainable instrument for community empowerment.
