Indonesia telah menetapkan target untuk mempercepat eliminasi kanker serviks
melalui Rencana Aksi Nasional (RAN) Eliminasi Kanker Serviks 2023–2030. Namun, hingga saat ini, belum ditemukan kajian yang secara khusus mengeksplorasi
perspektif stakeholder terkait pelaksanaan program nasional skrining kanker serviks
di Banda Aceh. Penelitian ini bertujuan untuk meneliti secara kualitatif mengenai
perspektif stakeholder terhadap keberhasilan program nasional skrining kanker
serviks di Banda Aceh. Penelitian ini menggunakan desain kualitatif deskriptif
dengan pendekatan studi kasus melalui in-depth interview pada Juli–Agustus 2025 di
Dinas Kesehatan Banda Aceh, 5 puskesmas, Yayasan Kanker Indonesia, dan Female
Cancer Program, dengan teknik sampel jenuh yang mencakup kepala dinas, kepala
puskesmas, penanggung jawab IVA, pengelola YKI/FCP, serta wanita usia
reproduksi yang telah menjalani skrining. Analisis tematik mengidentifikasi 5 tema
utama: (1) pengetahuan komunitas cukup baik berkat edukasi posyandu, kelas ibu
hamil, dan PKK, namun masih terdapat miskonsepsi etiologi serta keterbatasan
pemahaman Pap smear dan HPV DNA; (2) hambatan psikologis—rasa malu, ketidaknyamanan posisi pemeriksaan, dan kecemasan hasil—tetap dominan, sementara dukungan pasangan berfungsi sebagai pendorong; (3) seluruh puskesmas
menyediakan layanan aktif termasuk jemput bola, tetapi kapasitas ruang, sarana
lapangan, dan frekuensi layanan luar gedung belum merata; (4) pembiayaan jarang
menjadi hambatan melalui layanan gratis atau JKN, namun keberlanjutan dukungan
transportasi dan logistik perlu dijamin; (5) kombinasi komunikasi tatap muka dan
media digital efektif, meski adopsi digital belum seragam. Kesimpulannya, implementasi skrining di Banda Aceh telah berjalan dengan dukungan akses dan
kolaborasi, namun keberhasilan masih terhambat faktor psikologis, keterbatasan
kapasitas, dan adopsi digital yang tidak merata. Kata kunci: skrining kanker serviks, Rencana Aksi Nasional, Banda Aceh, stakeholder, perspektif.

Indonesia has set an accelerated elimination target for cervical cancer through the National Action Plan (Rencana Aksi Nasional/RAN) 2023–2030; however, evidence on stakeholder perspectives in Banda Aceh remains absent. This qualitative descriptive case study explored stakeholder perspectives on the performance of the national cervical cancer screening program in Banda Aceh. In-depth interviews were conducted in July–August 2025 at the Banda Aceh Health Office, five community health centers (puskesmas), the Indonesian Cancer Foundation (Yayasan Kanker Indonesia/YKI), and the Female Cancer Program (FCP). A saturation sampling strategy included the head of the health office, puskesmas heads, visual inspection with acetic acid (VIA) leads, YKI/FCP managers, and women of reproductive age who had undergone screening. Thematic analysis identified five themes: (1) community knowledge is generally adequate due to education through health posts, antenatal classes, and the Family Welfare Movement (PKK), although etiologic misconceptions persist and understanding of Pap smear cytology and HPV DNA testing remains limited; (2) psychological barriers—embarrassment, discomfort with examination position, and anxiety regarding results—remain dominant, while partner support facilitates uptake; (3) all puskesmas provide active services, including mobile outreach, yet examination space, field equipment, and frequency of off-site sessions are uneven; (4) financing rarely impedes access given free services or National Health Insurance (JKN), but sustained transport and logistical support require assurance; and (5) blended communication (face-to-face plus digital channels such as WhatsApp, Instagram, and Facebook) expands reach, although digital adoption is inconsistent. In conclusion, implementation benefits from access and inter-program collaboration, yet success is constrained by psychological barriers, capacity limitations, and uneven digital use.
