Pendapatan Asli Daerah (PAD) di sektor perparkiran beberapa tahun terakhir belum mencapai target secara optimal, karena kurangnya transparansi dan akuntabilitas dalam pengelolaan retribusi parkir oleh sistem parkir konvensional. Untuk mengatasi masalah tersebut, Pemerintah Kota Banda Aceh melalui Dinas Perhubungan meluncurkan inovasi baru yaitu parkir elektronik handheld pada tahun 2024. Penelitian ini bertujuan untuk menganalisis bagaimana penggunaan sistem parkir elektronik handheld di Kota Banda Aceh, serta megetahui apa saja hambatan yang dihadapi oleh Pemerintah Kota Banda Aceh dalam penggunaan sistem parkir elektronik handheld. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan lokasi penelitian di Dinas Perhubungan Kota Banda Aceh. Teori yang digunakan adalah Innovative Governance dengan indikator yaitu layanan terintegrasi, desentralisasi, pemanfaatan kerja sama, partisipasi masyarakat, dan pemanfaatan teknologi. Data dikumpulkan melalui observasi, wawancara dan dokumentasi. Analisis data dilakukan melalui reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa penggunaan sistem parkir elektronik handheld berhasil menciptakan transparansi dan akuntabilitas dalam proses retribusi parkir. Namun, Pendapatan Asli Daerah di sektor perparkiran di Kota Banda Aceh belum meningkat secara signifikan dan optimal, karena penggunaan sistem parkir elektronik handheld belum diterapkan secara merata di wilayah Kota Banda Aceh. Setelah sistem parkir elektronik handheld dinilai stabil, efektif dan diterima masyarakat, maka akan diterapkan secara bertahap ke lokasi lainnya. Hambatan utama yang dihadapi yaitu sosialisasi masyarakat yang belum maksimal dan kendala teknis operasional di lapangan. Disarankan kepada Pemerintah Kota Banda Aceh untuk memperluas implementasi sistem parkir elektronik handheld secara merata. Selain itu, perlu dilakukan sosialisasi dan edukasi yang lebih intensif kepada masyarakat dan juru parkir untuk meningkatkan kepatuhan dan partisipasi publik, guna mengoptimalkan penerimaan Pendapatan Asli Daerah Kota Banda Aceh.

Banda Aceh City's local revenue from the parking retribution sector has not optimally reached its target in recent years, due to the lack of transparency and accountability in conventional parking retribution management. To address this problem, the Banda Aceh City Government through the Transportation Agency launched a new innovation, namely handheld electronic parking in 2024. This study aims to understand how the implementation of the electronic parking system innovation using handhelds in Banda Aceh City, as well as to find out what obstacles the Banda Aceh City Government faces in the process of implementing this innovation. This study uses a descriptive qualitative approach with the research location at the Banda Aceh City Transportation Agency. The theory used is Innovative Governance with indicators namely integrated services, decentralization, utilization of cooperation, community participation, and utilization of technology. Data were collected through observation, interviews and documentation. Data analysis was carried out through data reduction, data presentation and drawing conclusions. The research results show that the use of handheld electronic parking systems has successfully created transparency and accountability in the parking retribution process. However, the Regional Original Revenue from the parking sector in Banda Aceh City has not increased significantly and optimally, as the use of handheld electronic parking systems remains limited and uneven across the city. The main obstacles encountered are inadequate public outreach and technical operational challenges in the field. It is recommended that the Banda Aceh City Government expand the implementation of the handheld electronic parking system evenly. Furthermore, more intensive outreach and education are needed for the public and parking attendants to increase compliance and public participation, in order to optimize Banda Aceh City's local revenue.
