ABSTRAK Penelitian ini bertujuan untuk mengetahui faktor penyebab kemiskinan di sektor pertanian pada tingkat rumah tangga di Kecamatan Kuta Baro di Gampong Lampoh Tatom dan Tumpok Lampoh di Kabupaten Aceh Besar. Penelitian ini dilakukan dengan menggunakan metode survei, pendekatan yang digunakan adalah pendekatan kualitatif dan kuantitatif. Sampel diambil 2 desa, sebanyak 30 KK. Hasil dari penelitian ini menunjukkan Karakteristik umum rumah tangga miskin di wilayah penelitian adalah (a) Luas lantai perkapita 7.84 m2 (b) Jenis lantai bangunan tempat tinggal terluas adalah tanah, (c) Sumber air minumnya masih tergantung pada sumur dangkal, (d) kepemilikan asset : tidak punya asset, (e) pendapatan rata-rata adalah Rp.280,333,- per bulan per kapita, (f) pendidikan rendah sebagian besar (53%) tamatan SD, (f) keluarga miskin berasal dari orang tua yang miskin, (g) jumlah tanggungan rata-rata 5 orang, (h) tingkat usaha masyarakat rendah, (i) mata pencaharian utama terbanyak ada petani padi dan palawija pada lahan sempit. Kebutuhan terhadap fasilitas publik yang belum terpenuhi diwilayah penelitian adalah, prasaran irigasi dan jalan untuk akses ke sentra produksi. Faktor Penyebab kemiskinan adalah (a) Keterbatasan pemilikan asset lahan, (b) kurangnya usaha, (c) status pekerjaan kepala rumah tangga miskin adalah disektor pertanian sebagian besar dari mereka sebagai petani gurem dan penyakap. Strategi penanggulangan kemiskinan adalah reformasi lahan pertanian yang di lakukan oleh pemerintah, selain itu infrastruktur pendukungnya juga perlu dibangun seperti : (a) Pembangunan fasilitas umum (pendidikan, pangan, kesehatan, listrik, irigasi dan air bersih) (b) Pembangunan infrastruktur berupa jalan sehingga memudahkan akses pasar ke sentra produksi hasil pertanian pertanian masyarakat (c) Peran pemerintah dalam upaya pengentasan kemiskinan dapat ditempuh dengan cara rancangan Rencana Pembangunan Jangka Menengah Nasional (RPJM) pada setiap gampong, sesuai dengan Perpres Nomor 5 Tahun 2010. Kata Kunci : Sarana dan prasarana, kemiskinan dan rumah tangga miskin. ABSTRACT This study was aimed to find out the causing factors of the poverty in the agriculture sectors at household level in Kecamatan Kuta Baro - Gampong Lampoh Tatom and Gampong Tumpok Lampoh – Kabupaten Aceh Besar. The study applied Survey Method with qualitative-quantitative approach. The subject of this study was chosen from 2 villages which were 30 families. The result of the study showed the general characteristics of poverty families. They are (a) the floor space of each family is 7.84 m2. (b) unpaved floor type within a house was widest. (c) Water source of this family is still depended on shallow well. (d) asset ownership: none assets (e) average income per capita per month is Rp.280.333.00 (f) most of them (53%) was still in lower education level which is in elementary school. (g) poor family come from poor parents. (h) total dependent of each family are 5 person. (i) Lack of effort. (j) main income generating activities are rice and other 2nd crops farming in narrow field. The need of public facilities that is not covering yet in that area was irrigation and access road to the production area. The causing factors of the poverty are (a) limitation of assets ownership. (b) lack of effort (c) the majority of occupation of the head of household are in farming sectors. Most of them are gurem farmers and sharecroppers. The prevention strategy of the poverty is by reforming farming field that is done by the government. Besides, it also need supporting facilities that needs to be built such as: (a) the construction of public facilities (education building, food production, health building, power generator, irrigation, and clean water facilities) (b) construction of infrastructure such as road in order to facilitate the people to the production centre. (c) government role in the efforts to eliminate the poverty by developing the mid-term national development planning (Rencana Pembangunan Jangka Menengah Nasional - RPJMN) for each village that is based on President Regulation (Perpres) No 5 year 2010.
