Kota Medan sebagai kota metropolitan dengan laju urbanisasi yang tinggi menghadapi
tantangan serius akibat perubahan iklim, yang ditandai dengan tingginya nilai Heat
Vulnerability Index (HVI) mencapai 1 di kawasan pusat kota.Penelitian ini bertujuan
mengevaluasi efektivitas implementasi program Smart City dalam mendukung
mitigasi perubahan iklim. Metode yang digunakan adalah mixed-method dengan
pendekatan tiga indeks: IESE Cities in Motion Index (CIMI), Cities of the Future Index
(CFI) , dan IMD-SUTD Smart City Index (I-SCI). Penilaian mencakup enam aspek:
Governance, Mobility, Human Capital, Environment, Technology, dan Sustainability.
Data diperoleh melalui studi literatur, wawancara semi-terstruktur, dan Kuesioner
penilaian persepsi masyarakat dengan 100 responden yang dianalisis dengan skala
Likert 1-5 dan dinormalisasi ke rentang 0-100. Hasil menunjukkan skor akhir sebesar
59,78, dikategorikan “cukup”. Aspek sustainability memperoleh skor tertinggi (72,75),
disusul human capital (60,75), mobility (60,25), governance (59,25), environment
(56,75), dan technology (47,50). Kontribusi program terhadap mitigasi tercermin
dalam efisiensi energi, pengurangan polusi, dan peningkatan kesadaran publik.
Governance dan teknologi unggul dalam keterbukaan informasi, namun partisipasi
masyarakat dan integrasi sistem masih lemah. Hasil ini menegaskan perlunya
penguatan tata kelola, kolaborasi lintas sektor, serta pelibatan publik untuk
meningkatkan efektivitas program Smart City dalam mendukung agenda iklim
berkelanjutan.

Medan, as a metropolitan city with a high rate of urbanisation, faces serious challenges due to climate change, as indicated by the high Heat Vulnerability Index (HVI) value of 1 in the city centre. This study aims to evaluate the effectiveness of the implementation of the Smart City programme in supporting climate change mitigation. The method used is a mixed-method approach with three indices: the IESE Cities in Motion Index (CIMI), the Cities of the Future Index (CFI), and the IMD-SUTD Smart City Index (I-SCI). The assessment covers six aspects: Governance, Mobility, Human Capital, Environment, Technology, and Sustainability. Data was obtained through literature reviews, semi-structured interviews, and a public perception survey questionnaire with 100 respondents, analysed using a 1-5 Likert scale and normalised to a range of 0-100. The results showed a final score of 59.78, categorised as ‘adequate.’ The sustainability aspect received the highest score (72.75), followed by human capital (60.75), mobility (60.25), governance (59.25), environment (56.75), and technology (47.50). The programme's contribution to mitigation is reflected in energy efficiency, pollution reduction, and increased public awareness. Governance and technology excel in information transparency, but community participation and system integration remain weak. These results underscore the need to strengthen governance, cross-sector collaboration, and public engagement to enhance the effectiveness of the Smart City programme in supporting the sustainable climate agenda.
