ABSTRAK
Penelitian ini bertujuan untuk mengevaluasi kebijakan pembangunan Instalasi Pengolahan Air Limbah (IPAL) di Gampong Pande oleh Pemerintah Kota (Pemko) Banda Aceh, dengan fokus pada aspek keadilan distributif dan prosedural. Kebijakan ini menuai penolakan dari masyarakat dan organisasi seperti Forum Masyarakat Penyelamat Situs Sejarah Gampong Pande (Formasigapa) serta Masyarakat Peduli Sejarah Aceh (Mapesa), karena lokasi pembangunan bertepatan dengan situs cagar budaya peninggalan Kerajaan Aceh Darussalam. Penelitian ini menggunakan pendekatan kualitatif dengan metode wawancara, dokumentasi, dan analisis data berdasarkan teori evaluasi kebijakan William N. Dunn. Hasil penelitian menunjukkan bahwa kebijakan pembangunan IPAL belum efektif dan efisien karena minimnya partisipasi masyarakat dalam pengambilan keputusan serta penolakan yang muncul akibat ketidakpekaan terhadap nilai historis dan budaya. Dari aspek keadilan, kebijakan ini dinilai tidak adil secara distributif karena manfaat IPAL dinikmati oleh seluruh warga Banda Aceh, sementara beban kerusakan situs sejarah hanya ditanggung oleh seluruh masyarakat Aceh. Secara prosedural, proses kebijakan bersifat kurang transparan, dengan kajian arkeologi yang dilakukan oleh Kementerian PUPR dianggap bias karena konflik kepentingan. Penelitian ini merekomendasikan peningkatan partisipasi masyarakat, transparansi kebijakan, serta harmonisasi antara pembangunan infrastruktur dan pelestarian budaya. Implikasi jangka panjang dari kebijakan ini berpotensi melemahkan legitimasi pemerintah dan menjadi preseden buruk bagi pelestarian cagar budaya di Aceh.

ABSTRACT This research aims to evaluate the Wastewater Treatment Plant (WWTP) development policy in Gampong Pande by the Banda Aceh City Government, focusing on aspects of distributive and procedural justice. This policy faced rejection from the community and organizations such as the Forum Masyarakat Penyelamat Situs Sejarah Gampong Pande (Formasigapa) and Masyarakat Peduli Sejarah Aceh (Mapesa), as the development location coincided with a cultural heritage site from the Aceh Darussalam Kingdom. This study uses a qualitative approach with methods of interviews, documentation, and data analysis based on William N. Dunn's policy evaluation theory.The results indicate that the WWTP development policy has not been effective and efficient due to minimal community participation in decision-making and rejections arising from insensitivity to historical and cultural values. In terms of justice, the policy is considered distributively unfair because the benefits of the WWTP are enjoyed by all Banda Aceh residents, while the burden of damage to the historical site is borne by all Acehnese people. Procedurally, the policy process was less transparent, with the archaeological study conducted by the Ministry of Public Works and Housing (PUPR) deemed biased due to conflicts of interest.This research recommends increasing community participation, policy transparency, and harmonization between infrastructure development and cultural preservation. The long-term implications of this policy have the potential to weaken government legitimacy and set a bad precedent for cultural heritage preservation in Aceh.
