ABSTRACT The objective of this research is to determine the influence of surplus and deficit both simultaneously or partially, toward SILPA at district / city in Indonesia for the year 2011. This research is vertificative (hypothesis testing research). By using this type of non-probability sampling method was purposive sampling approach, there are 132 observations districts / cities that have the population criteria. Data used in this study is secondary data, Data was collected from the official website of the Ministry Finance Republic Indonesia in the form of budget realization report information in Indonesia for year 2011. The multiple linear regression analysis was used to test the hypothesis. The results showed that (1) surplus and deficit simultaneously significant effect on SILPA (2) surplus has no significant effect on the SILPA, and (3) the deficit has a significant influence on the SILPA. Keywords: surplus, deficit, and SILPA ABSTRAK Tujuan penelitian ini adalah untuk mengetahui pengaruh surplus dan defisit baik secara simultan maupun parsial, terhadap SILPApada Kabupaten/kota tahun 2011. Jenis penelitian ini adalah vertificative (hypothesis testing research). Dengan menggunakan jenis metode non-probability sampling adalah pendekatan purposive sampling, terdapat 132 observasi Kabupaten/kota yang memenuhi kriteria populasi. Jenis data yang digunakan pada penelitian ini adalah data Sekunder, yaitu data yang diperoleh dari situs resmi Kementrian Keuangan Republik Indonesia berupa informasi Laporan Realisasi APBD se-Indonesia tahun 2011. Analisis regresi linear sederhana digunakan untuk menguji hipotesis. Hasil penelitian menunjukkan bahwa (1) surplus dan defisit secara simultan berpengaruh signifikan terhadap SILPA (2) surplus tidak pengaruh signifikan terhadap SILPA, dan (3) defisit memiliki pengaruh signifikan terhadap SILPA.
