Pembangunan infrastruktur merupakan kebutuhan utama dalam mendorong kemajuan daerah. Di Aceh, Dewan Perwakilan Rakyat Aceh (DPRA) memiliki peran strategis dalam mengalokasikan anggaran dan menetapkan kebijakan pembangunan. Kabupaten Aceh Singkil sebagai bagian dari Dapil 9 belum pernah memiliki perwakilan di DPRA sejak pemilu 2009. Penelitian ini bertujuan menganalisis pengaruh keterwakilan anggota DPRA Dapil 9 terhadap pembangunan infrastruktur di Aceh Singkil, serta hambatan yang dihadapi pemerintah daerah. Teori yang digunakan dalam penelitian ini adalah Representasi Politik dari Hanna F. Pitkin, yang menekankan pada tanggung jawab dan kewenangan seorang wakil rakyat. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa keempat bentuk representasi belum berjalan optimal di Aceh Singkil. Representasi formal dan simbolik belum efektif dalam memperjuangkan kepentingan daerah di tingkat provinsi, sedangkan secara deskriptif dan substantif, aspirasi masyarakat setempat belum terwujud. Diantaranya pembangunan jalan Kuala Baru-Trumon yang menjadi wacana tanpa penyelesaian nyata. Kondisi jalan lintas provinsi di Aceh Singkil juga mempertegas lemahnya perhatian pemerintah provinsi terhadap daerah ini. Hambatan yang dihadapi pemerintah Kabupaten Aceh Singkil terhadap pembangunan infrastruktur antara lain adalah tidak adanya wakil dari Kabupaten Aceh Singkil di DPRA, serta kurangnya komunikasi yang intens dengan anggota DPRA Dapil 9 dengan pemerintah Kabupaten Aceh Singkil. Dari temuan tersebut dapat disimpulkan bahwa pembangunan infrastruktur dikabupaten Aceh Singkil sangat mengharapkan dukungan dari anggota DPRA khusunya Dapil 9 sebagai pembuat kebijakan di provinsi. Penelitian ini diharapkan dapat menjadi kontribusi sebagai acuan untuk Anggota DPRA Dapil 9 untuk lebih memperhatikan daerah-daerah yang diwakilinya secara merata.

Infrastructure development is a primary need in driving regional progress. In Aceh, the Aceh People's Representative Council (DPRA) has a strategic role in allocating budgets and determining development policies. Aceh Singkil Regency as part of Electoral District 9 has never had representatives in the DPRA since the 2009 election. This study aims to analyze the influence of the representation of DPRA members of Electoral District 9 on infrastructure development in Aceh Singkil, as well as the obstacles faced by the local government. The theory used in this study is Political Representation by Hanna F. Pitkin, which emphasizes the responsibility and authority of a people's representative. This study uses a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The results of the study indicate that the four forms of representation have not been running optimally in Aceh Singkil. Formal and symbolic representation have not been effective in fighting for regional interests at the provincial level, while descriptively and substantively, the aspirations of the local community have not been realized. Among them is the construction of the Kuala Baru-Trumon road which has become a discourse without real resolution. The condition of the cross-provincial road in Aceh Singkil also emphasizes the weak attention of the provincial government to this area. The obstacles faced by the Aceh Singkil Regency government in infrastructure development include the absence of representatives from Aceh Singkil Regency in the DPRA, as well as the lack of intense communication with DPRA members of Electoral District 9 with the Aceh Singkil Regency government. From these findings, it can be concluded that infrastructure development in Aceh Singkil Regency really expects support from DPRA members, especially Electoral District 9 as policy makers in the province. This research is expected to be a contribution as a reference for DPRA Members of Electoral District 9 to pay more attention to the areas they represent evenly.
