Badan Usaha Milik Desa (BUMDes) di Banda Aceh belum sesuai harapan PP Nomor 11 Tahun 2021 hingga terjadinya ketimpangan antara implementasi dan kebijakkan pada PP Nomor 11 Tahun 2021 Tentang Badan Usaha Milik Desa sehingga ini menjadi tantangan Pemerintah Kota Banda Aceh untuk dapat mendorong stakeholder BUMDes di Banda Aceh melakukan pemberdayaan di Desa serta mengevaluasi sejauh mana PP No.11 Tahun 2021 berjalan optimal hingga dapat meningkatkan efektivitas implementasi PP No. 11 Tahun 2021 dan tujuan penelitian dapat mengetahui serta menjelaskan Implementasi Peraturan Pemerintah Nomor 11 Tahun 2021 dan mengetahui pendukung dan penghambat dalam mengimplementasikan PP No 11 Tahun 2021 Tentang BUMDes di Kota Banda Aceh.
Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara mendalam dengan aparatur desa, pengelola BUMDes, dan pejabat Dinas Pemberdayaan Masyarakat dan Gampong (DPMG) Kota Banda Aceh, serta melalui observasi dan dokumentasi.
Hasil penelitian menunjukkan bahwa implementasi PP No. 11 Tahun 2021 di Kota Banda Aceh masih belum berjalan secara optimal. Sebagian besar desa belum sepenuhnya memahami substansi regulasi dan belum memiliki kapasitas kelembagaan yang memadai untuk mengelola BUMDes secara profesional dengan faktor pendukung implementasi antara lain adanya dukungan regulatif dari pemerintah pusat dan inisiatif pelatihan dari pemerintah daerah. Sedangkan faktor penghambat meliputi keterbatasan sumber daya manusia, kurangnya pemahaman hukum, serta lemahnya pengawasan dan monitoring.

Village-Owned Enterprises (BUMDes) in Banda Aceh have not met the expectations of PP Number 11 of 2021 to the point that there is an imbalance between the implementation and policies in PP Number 11 of 2021 concerning Village-Owned Enterprises, so this is a challenge for the Banda Aceh City Government to be able to encourage BUMDes stakeholders in Banda Aceh to empower the Village and evaluate the extent to which PP No. 11 of 2021 is running optimally so that it can increase the effectiveness of the implementation of PP No. 11 of 2021 and the purpose of the study is to find out and explain the Implementation of Government Regulation Number 11 of 2021 and to find out the supporters and obstacles in implementing PP No. 11 of 2021 concerning BUMDes in Banda Aceh City. This study uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews with village officials, BUMDes managers, and officials of the Community and Village Empowerment Service (DPMG) of Banda Aceh City, as well as through observation and documentation. The results of the study indicate that the implementation of PP No. 11 of 2021 in Banda Aceh City has not yet been implemented optimally. Most villages do not fully understand the substance of the regulation and do not have adequate institutional capacity to manage BUMDes professionally with supporting factors for implementation including regulatory support from the central government and training initiatives from local governments. Meanwhile, inhibiting factors include limited human resources, lack of legal understanding, and weak supervision and monitoring.
