Persaingan dalam memenangkan tender proyek konstruksi di Kota Banda Aceh mendorong kontraktor untuk melakukan estimasi harga penawaran secara akurat dan kompetitif. Ketepatan estimasi biaya sangat penting bagi kontraktor karena hal ini memengaruhi keberhasilan atau kegagalan penawaran dan kelangsungan hidup perusahaan dalam industri konstruksi. Untuk mengatasi tantangan tersebut, penelitian ini mengembangkan model estimasi harga penawaran berbasis neurofuzzy, yang menggabungkan kelebihan metode logika fuzzy dan jaringan saraf tiruan (Artificial Neural Network). Model dikembangkan menggunakan perangkat lunak MATLAB untuk mengoptimalkan proses pembelajaran dan prediksi. Lima faktor utama yang mempengaruhi keputusan kontraktor dalam penawaran tender diidentifikasi melalui penyebaran kuesioner dan dianalisis menggunakan metode relative importance index (RII), yaitu lokasi proyek (0,899), kelengkapan desain (0,891), banyaknya item pekerjaan utama pada proyek konstruksi (0,886), keunggulan perusahaan pada proyek yang ditenderkan (0,861), dan jumlah kompetitor yang mengikuti tender pekerjaan konstruksi (0,859). Hasil penelitian menunjukkan bahwa model yang dikembangkan mampu menghasilkan harga penawaran yang lebih rendah dibandingkan harga penawaran aktual terendah pada 79% kasus pengujian. Selain itu, akurasi model dalam menentukan persentase penurunan terhadap Harga Perkiraan Sendiri (HPS) mencapai 98,14%, dengan toleransi error sebesar 1,86%. Dengan demikian, model ini dapat menjadi alat bantu yang efektif bagi kontraktor dalam menetapkan harga penawaran yang kompetitif pada tender proyek konstruksi di Kota Banda Aceh.

The intense competition to secure construction project tenders in Banda Aceh requires contractors to prepare accurate and competitive bid estimates. The accuracy of cost estimation is critical for contractors as it affects the success or failure of the bid and the survival of the company in the construction industry. To address this challenge, this study developed a bid price estimation model based on a neurofuzzy approach, combining the strengths of fuzzy logic and artificial neural networks. The model was developed using MATLAB software to optimize the learning and prediction processes. Five key factors influencing contractors' bidding decisions— project location (0.899), design completeness (0.891), number of major work items in the construction project (0.886), company advantages in the tendered project (0.861), and the number of competitors in the construction tender (0.859). —were identified through a questionnaire survey and analyzed using the Relative Importance Index (RII) method. Testing results demonstrated that the model successfully generated lower bid prices than the actual lowest bids in 79% of test cases. Furthermore, the model achieved an accuracy of 98.14% in estimating the percentage reduction relative to the Owner’s Estimate (HPS), with an error margin of approximately 1.86%. Therefore, this model can serve as an effective decision-support tool for contractors in setting competitive bid prices for construction tenders in Banda Aceh City.
