Education excellence institute (LPMP) is a technical unit for teacher professional capacity building to increase the excellence education, this research aims to find out the process of arrangement and training held by the education excellence institute of Nanggroe Aceh Darussalam Province. This research using descriptive method through qualitative approach and using such techniques as observation, interview and documentation. The research subjects are Comprised Head, Head of Education Resource Facility Section, Head of General Affairs sub-section, Head of Information system program section, Head of Quality Mapping and Supervision Section, Facilitator, Participants and Committee of Teacher Refresher Course. The results of the research showed that: (I) The process of arrangement of refresher course and training programme by carrying out needs analysis, distributing the instrument to regencies and cities, conducting data analysis, determining core materials and participants of teacher refresher course; (2) The implementation of teacher refresher course have been done by Management Meeting, Establishment of Executing Committee, Appointment of Trainer team, invitation of participants, composing of guideline book, learning and evaluation; (3) follow-up programme of the implementation of teacher refresher course have been done continuously on regular basis, by carrying reported the results of the implementation to Directorate General of Basic and Secondary Education, monitoring to the field and has developed materials, and management system of teacher refresher course and training.
