Pemerintah Kota Banda Aceh melaksanakan pembangunan pasar baru yaitu Pasar
Newtown, Lamdom dan merelokasi pedagang di Jalan Dr. Muhammad Hasan,
Batoh ke Pasar Newtown, Lamdom pada tahun 2014. Penelitian ini bertujuan untuk
menganalisa bagaimana implementasi kebijakan relokasi pedagang di Jalan Dr.
Muhammad Hasan, Batoh ke Pasar Newtown, Lamdom dan apa saja faktor-fator
yang menyebabkan gagalnya implementasi kebijakan relokasi pedagang ke Pasar
Newtown oleh Pemerintah Kota Banda Aceh. Penelitian ini dijelaskan secara
deskriptif dengan metode kualitatif. Hasil penelitian ini menunjukkan bahwa
implementasi kebijakan relokasi pedagang ke Pasar Newtown, Lamdom oleh
Pemerintah Kota Banda Aceh bertujuan untuk menciptakan ketertiban, kebersihan,
dan keindahan tatanan Kota Banda serta memberikan kenyamanan kepada pejalan
kaki. Namun proses relokasi pedagang di Jalan Dr. Muhammad Hasan, Batoh ke
Pasar Newtown, Lamdom tidak berjalan seperti yang direncanakan. Pedagang yang
awalnya menerima direlokasi ke Pasar Newtown, Lamdom meninggalkan pasar
tersebut setelah proses relokasi selesai dilaksanakan. Hal itu disebabkan karena
sepinya pembeli di Pasar Newtown, Lamdom. Oleh karena itu gagalnya
implementasi kebijakan relokasi pedagang ke Pasar Newtown Lamdom disebabkan
karena pemerintah tidak melaksanakan pembangunan atas dasar kepentingan
masyarakat, kemudian lokasi dan aksesibilitas pasar yang tidak strategis dan
adanya perbedaan sikap dalam pengambilan keputusan yang dilakukan pemerintah
akibat transisi kepemimpinan sehingga para pedagang menolak untuk direlokasi
kembali ke Pasar Newtown, Lamdom dan mematuhi aturan kebijakan yang telah
ditetapkan. Akhirnya kondisi Pasar Newtown, Lamdom yang ditinggalkan kembali
terbengkalai dan kebijakan pembangunan dan relokasi menjadi sia-sia.

The Banda Aceh City Government constructed a new market, namely the Newtown Market in Lamdom, and relocated traders from Jalan Dr. Muhammad Hasan in Batoh to the Newtown Market in Lamdom in 2014. This study aims to analyze how the implementation of the relocation policy of traders from Jalan Dr. Muhammad Hasan, Batoh to Pasar Newtown, Lamdom was carried out and what factors caused the failure of the implementation of the relocation policy to Pasar Newtown by the Banda Aceh City Government. This research is explained descriptively using qualitative methods. The results of this study indicate that the implementation of the relocation policy of traders to Newtown Market, Lamdom by the Banda Aceh City Government aims to create order, cleanliness, and beauty in the city of Banda, as well as provide comfort to pedestrians. However, the process of relocating traders from Jalan Dr. Muhammad Hasan, Batoh to Pasar Newtown, Lamdom did not go as planned. Merchants who initially agreed to be relocated to Newtown Market, Lamdom left the market after the relocation process was completed. This is due to the lack of customers at Newtown Market, Lamdom. Therefore, the failure to implement the policy of relocating traders to Newtown Lamdom Market was caused by the government not carrying out development based on the interests of the community, the non-strategic location and accessibility of the market, and differences in attitudes in decision-making by the government due to the transition of leadership, resulting in traders refusing to be relocated back to Newtown Lamdom Market and comply with the established policy rules. As a result, the condition of the abandoned Newtown Market, Lamdom, deteriorated again, and the development and relocation policies became futile. Keywords: Implementation, Relocation, Failure Factors
