Persepsi masyarakat terhadap kebijakan Pemerintah Aceh Besar tahun 2013
yang ingin memindahkan Ibukota Kabupaten Aceh Besar dari Kota Jantho ke
Kuta Malaka menuai pro dan kontra. Di era demokrasi ini wajar bila suatu
kebijakan yang dibuat oleh pemerintah mendapat tanggapan yang berbeda-beda
dari masyarakat. Tujuan dari penelitian ini adalah untuk mengetahui persepsi
masyarakat Kecamatan Jantho terhadap rencana pemindahan Ibukota Kabupaten
Aceh Besar dan persepsi masyarakat Kecamatan Kuta Malaka terhadap rencana
pemindahan Ibukota Kabupaten Aceh Besar. Metode yang digunakan dalam
penelitian ini adalah metode deskriptif kualitatif. Teknik pengumpulan data yang
digunakan yaitu penelitian lapangan dan penelitian kepustakaan. Studi lapangan
untuk memperoleh data primer yang dilakukan dengan cara wawancara.
Sedangkan penelitian kepustakaan untuk memperoleh data sekunder berdasarkan
buku-buku dan bacaan terkait. Hasil penelitian ini menjelaskan bahwa persepsi
masyarakat Kecamatan Jantho menolak atau tidak setuju terhadap rencana
pemindahan Ibukota Kabupaten Aceh Besar dari Kota Jantho ke Kuta Malaka
karena masyarakat takut Kota Jantho menjadi kota mati. Persepsi masyarakat
Kuta Malaka setuju terhadap rencana pemindahan Ibukota Kabupaten Aceh Besar
dari Kota Jantho ke Kuta Malaka dikarenakan letak Kota Jantho sebagai Ibukota
Kabupaten Aceh Besar tidak strategis dan masyarakat Kuta Malaka berharap
dengan pemindahan ini dapat meningkatkan perekonomian. Disarankan kepada
Pemerintah Aceh Besar yang berencana memindahkan Ibukota Kabupaten Aceh
Besar dari Kota Jantho ke Kuta Malaka ini betul-betul transparansi sehingga
seluruh masyarakat Aceh Besar akan menerima pemindahan Ibukota Kabupaten
Aceh Besar. Semoga bila rencana ini terlaksana maka pelayanan kepada
masyarakat menjadi lebih baik.

The public perception of the Government's policy on Aceh Besar 2013
who wants to move the capital of the Aceh Besar Regency of Jantho to Kuta
Malaka reap the pros and cons. In an era of democracy this is natural when a
policy made by the Government is different from the response of the community.
The purpose of this research is to explain the factors that led to the plan to move
the capital of Aceh Besar Regency, Jantho District Community and worldview
and Kuta Malaka to the Capital relocation plan in Aceh Besar District. The
methods used in this research is qualitative, descriptive methods. Data collection
techniques are used i.e. field research and research librarianship. Field studies to
obtain primary data is done by means of an interview. While the research libraries
to acquire secondary data based on books and related reading. The results of this
research mejelaskan that the plan to move the capital of Aceh Besar Regency of
Jantho to kuta Malaka due to several factors: first, the position of Jantho is not
strategic. Second, not to its optimal public transport to the town of Jantho. Third,
the lack of existing infrastructure and facilities in the town of Jantho. Fourthly,
civil servants who do not live in the town of Jantho. The Government of Aceh
Besar to efficiency in the conduct of the Affairs of Government in order to
improve services to the community. View of society was reaping the pros and
cons. Most of the community sub-district of the relocation plan declined Jantho,
whereas the community of Kuta Malaka agrees to a plan to move the capital of
Aceh Besar District. It is recommended to the Government of Aceh Besar who
plan to move the capital of Aceh Besar Regency of Jantho to Kuta Malaka is
downright transparency so that the entire society will accept the transfer of the
Aceh capital of Aceh Besar District. Hopefully if this plan were carried out then
the service to the community for the better.
