Dalam proyek konstruksi seringkali kita jumpai masalah-masalah dalam pembangunan suatu proyek seperti perbedaan harga bahan antara yang tercantum dalam kontrak dengan harga pasar yang berlaku. Hal ini dapat menimbulkan beberapa faktor seperti fluktuasi harga bahan, kesalahan perkiraan harga, dan praktek manipulasi harga. Biaya bahan pada suatu proyek merupakan biaya yang sangat diperlukan untuk memperoleh semua bahan yang ada dalam pelaksanaan proyek tersebut. Biaya ini mencakup biaya pembelian atau pemasukan semua jenis material atau barang yang digunakan dalam konstruksi, produksi, atau pelaksanaan proyek tertentu. Estimasi dan pengelolaan harga bahan dengan cermat sangat penting dalam penganggaran dan perencanaan proyek untuk memastikan anggaran proyek tetap terkendali dan proyek dapat diselesaikan dengan efisien sesuai dengan rencana yang telah ditetapkan. Tujuan yang hendak dicapai dalam penelitian ini yaitu untuk memperoleh biaya bahan tahun 2024 dengan menggunakan harga pasar dan harga edaran bupati dan emperoleh perbandingan antara biaya bahan tahun 2024 berdasarkan harga edaran bupati dengan harga pasar. Penelitian ini dilakukan pada proyek Pembangunan Gedung Perpustakaan Kabupaten, yang terletak di Jl. Abdurrahman, Dusun Subur, Desa Dayah Baro, Kecamatan Krueng Sabee, Kabupaten Aceh Jaya, Provinsi Aceh, dengan nilai kontrak sebesar Rp3.523.000.000,00 menggunakan sumber dana dari OTSUS Tahun 2021. Penelitian ini membandingkan pekerjaan konstruksi menggunakan dua skema yaitu menggunakan harga edaran Kabupaten Aceh Jaya tahun 2024 dan harga hasil survey tahun 2024. Berdasarkan hasil perhitungan yang sudah dilakukan, dapat disimpulkan bahwa selisih antara harga edaran Kabupaten Aceh Jaya tahun 2024 dan harga hasil survey tahun 2024 diperoleh nilai selisih rata-rata yaitu sebesar 5,0%. Pekerjaan Pembangunan Gedung Perpustakaan Kabupaten Aceh Jaya berdasarkan hasil survey memperoleh biaya sebesar Rp1.441.326.550 sedangkan bedasarkan harga edaran tahun 2024 diperoleh biaya sebesar Rp1.471.035.985,00. Dengan demikian dapat disimpulkan bahwa harga hasil survey tahun 2024 memperoleh biaya lebih rendah dibandingkan harga edaran Kabupaten Aceh Jaya tahun 2024.

In construction projects, we often encounter problems in the construction of a project such as differences in the price of materials between those listed in the contract and the prevailing market price. This can lead to several factors such as fluctuations in material prices, price estimation errors, and price manipulation practices. The cost of materials in a project is an indispensable cost to obtain all the materials involved in the implementation of the project. This cost includes the cost of purchasing or entering all types of materials or goods used in the construction, production, or implementation of a particular project. Careful estimation and management of material prices is essential in project budgeting and planning to ensure the project budget remains under control and the project can be completed efficiently in accordance with the established plan. The objectives to be achieved in this study are to obtain the cost of materials in 2024 using market prices and regent's circular prices and to obtain a comparison between the cost of materials in 2024 based on regent's circular prices and market prices. This research was conducted on the Regency Library Building Construction project, located on Jl. Abdurrahman, Subur Hamlet, Dayah Baro Village, Krueng Sabee District, Aceh Jaya Regency, Aceh Province, with a contract value of Rp3,523,000,000.00 using funding sources from OTSUS in 2021. This research compares construction work using two schemes, namely using the Aceh Jaya Regency circular price in 2024 and the survey price in 2024. Based on the results of the calculations that have been carried out, it can be concluded that the difference between the Aceh Jaya Regency circular price in 2024 and the survey price in 2024 obtained an average difference value of 5.0%. The construction of the Aceh Jaya Regency Library Building based on the survey results obtained a cost of Rp1,441,326,550 while based on the 2024 circular price obtained a cost of Rp1,471,035,985.00. Thus it can be concluded that the price of the survey results in 2024 obtained a lower cost than the price of the Aceh Jaya Regency circular in 2024.
